There are requirements for zero emission implementation of all parts of the contract that involve light vehicles and which are not included in the exceptions. Note that from 01.01.24 the regulations have aggravating requirements to safeguard climate and environmental considerations in the procurement. The regulation amendment means that contracting authorities as a main rule "shall" weight climate and environmental considerations with at least thirty percent, cf. 2 links. The provision has a "follow or explain" principle. This means that the contracting authority must either follow the main rule on 30% weighting the environment or explain why the main rule is not adhered to. Two exceptions from the main rule for weighting the environment of 30% as the award criteria have been set in 4 and 5 links. The exception from the main rule on thirty percent weighting must be justified in the procurement documents: 4th paragraph: The award criterion environment can replace with climate and environmental requirements in the requirement specifications if this provides a better climate and environmental gains. 5th part: The contracting authority shall not evaluate the environment for procurements that have an "immaterial climate footprint and environmental impact". In this procurement there will be requirements for the environment that clearly give a better effect than evaluating the environment and climate. The requirements are emission free vehicles for goods and passenger cars, as well as Euro class 6/VI for heavy vehicles. In the segment of vehicles included in the service, Euroklasse 6/VI results in better climate and environmental effect than an evaluation could have done. This has become apparent through market surveys. This, together with the requirements for emission-free deliveries for goods and passenger cars, will give a clearly better climate and environmental effect as it is far on the way over fulfils the industry standard, cf. The Public Procurement Regulations § 7-9 fourth section.
