Nord-Fron kommune
Nord-Fron municipality shall construct 42 new institution places for the existing Sundheim Residential and Fitness Centre, as well as establish 30 new sheltered accommodation flats in the same area as Sundheim Residential and Fitness Centre. Nord-Fron municipality thus invites tenderers to an open tender contest for a feasibility study with subsequent draft project. Engineering design services shall be carried out up to the Model Maturity Index (MMI) 200 - Completed concept. The deadline for completion of the feasibility study is tentatively April 2026.

Hovedtrekk ved prosedyren:
The project shall establish a future orientated and operationally efficient institution building as well as sheltered accommodation flats at the existing Sundheim residential and fitness centre in Nord-Fron municipality. The project comprises technical construction work with institution buildings and sheltered accommodation flats and shall collect all institution activities under one roof in the Sundheim area. At the same time, 30 new sheltered accommodation flats shall be established for elderly persons. The buildings shall be modern, universally designed and facilitated for welfare technology, flexible use of spaces and efficient operation. This shall contribute to better interaction, increased quality and sustainable solid systems in the municipality ́s health and care services. Parts of older existing buildings must be redeveloped. The extent of the clearance shall be assessed in the draft project. Re-use of buildings with a changed function that will not be redeveloped shall be assessed. Parts of the existing buildings that shall not be redeveloped shall be reviewed in relation to the necessary and possible measures in order to achieve a more flexible operation. This means that 42 new institution places must be built up to the existing institution Sundheim Residential and Fitness Centre. The new places shall be constructed in connection with the existing institution places. The existing social security residences shall be redeveloped. The area shall be used for the establishment of sheltered accomodations adapted for HDO services.

The credit rating under ESPD Qualification Requirements is specified further that the credit rating shall not be older than 1 month from the tender deadline.
The contracting authority is required to require up to three years experience under ESPD Qualification Requirement C: Technical and professional qualifications are removed.
Under ESPD qualification requirements, a certificate of quality assurance and environmental standard is to be taken away.
Documentation of ESPD Rejection Reasons and ESPD Qualification Requirements shall be submitted under the requirement specifications, points 12.0 and 13.0 respectively.
