Orkland municipality has an acute need to establish a new framework agreement for medical consumables, as the existing agreement expires as soon as possible, and attempts to enter into agreement through ordinary open competition (published earlier this year) were unsuccessful due to insufficient information in the product list.
Causes of urgent treatment:
Critical timeframe:
Need to ensure uninterrupted delivery of medical consumables to the municipality ́s health institutions (emergency doctor surgeries etc.) from 15.09.2025.
Missing contract coverage after the current framework agreement has expired can lead to operational challenges and risks for patient safety.
Previously cancelled tender offer:
A regular open contest was interrupted due to inaccuracies in the product list, which has now been corrected. A new process with the regular deadline will not be able to be completed by the end of the contract.
Social responsibility:
The material is decisive for the continuity of the primary health service, in particular for users with health vulnerability (e.g. stoma and catheter users).
Title:
The urgent procedure safeguards both the Public Procurement Act § 4-5 (exceptions for particularly urgent needs) and § 4-6 (interrupted competition), as well as the municipality's duty to ensure sustainable solutions without a break in the supply chain.
We emphasise that the process will follow the principles of equal treatment and competition by inviting all relevant tenderers to participate within the reduced deadline.

Appeals to the procurement process can be sent to Orkland municipality within ten calendar days from when the contract is signed (15.09.2025). Any rejected appeals can appeal to the Appeals Board for Public Procurements (KOFA) within 15 calendar days after the municipality ́s decision.
