Vestnes municipality needs to enter into a contract for 24 hour health and care services for the care of a service recipient in the municipality. The services shall be adapted to the user ́s needs and include, among other things, 24 hour staffed residential offers. The service agreement will have 1:1 staffing on day/evening, in addition to active night duty and security guard services. Tenderers shall be responsible for suitable housing and qualified personnel.

This procurement will be carried out in accordance with the Act from 17 June 2016 no. 73 on public procurements (LOA) and the regulation 12 August 2016 no. 974 on public procurements (FOA). The procurement will be carried out in accordance with FOA parts I and IV. All interested tenderers have the option to submit tender offers. Dialogue in the form of corrections and clarifications will be made if needed. After the tender deadline has expired, the Contracting Authority can decide to carry out negotiations. The contracting authority initially plans not to carry out negotiations, but will assess whether it is appropriate after the tenders have been received.

6.2.2. Requirement for tax certificate Tenderers shall have their tax, payroll tax and VAT payments in order. Documentation: Tax certificates not older than six months calculated from the tender deadline. Tax certificate means: Norwegian tenderers: • Tax and VAT certificate issued by the tax office via Altinn. Foreign tenderers: • Foreign tenderers must submit equivalent certificates from their own country that show that they have an arrangement for the payment of taxes and duties. If the authorities in the the country in question does not issue such certificates, the tenderer shall submit a statement which states that all taxes and duties have been paid. Statement shall be approved and signed by the tenderer's Financial Director/ person responsible for Finance.

6.2.3. Requirement for the tenderer ́s registration, authorisation etc. The tenderer shall be a legally established company. Documentation: Norwegian tenderers: •Registration. The contracting authority will obtain a company registration certificate from the Brønnøysund Register Centre for Norwegian tenderers. The Norwegian tenderers shall therefore not enclose a company registration certificate. Foreign tenderers: • Documentation that the tenderer is registered in a trade register or company register in accordance with the law in the country where the tenderer is established.

6.2.4. Economic and financial position requirements The tenderer shall have the financial strength to be able to fulfil the contract. The financial strength will be assessed in relation to turnover, operating degree, solidity and liquidity. Documentation: The tenderer's annual accounts including notes with the Board's and the auditor's reports from 2023 and 2024. If the Annual Financial Statements for 2024 have not been completed before the tender deadline for this competition expires, the last year's preliminary annual accounts should be attached. If there are reasons that cannot be enclosed with the provisional annual accounts, the tenderer shall substantiate financial strength in another suitable manner. The contracting authority reserves the right to carry out a credit assessment from Experian. The contracting authority will obtain revised annual accounts from the Brønnøysund Register Centre for Norwegian tenderers. The Norwegian tenderers shall therefore not deliver revised annual accounts.

6.2.5. Requirements for technical and professional qualifications Tenderers shall have experience from relevant and comparable deliveries. Relevant and comparable deliveries means the delivery of an overall residential and welfare offer. with 24 hour care services for the service recipient. Documentation: A description of up to 3 of the tenderer's most relevant and comparable deliveries from the last three years. Tenderers shall document fulfilment by filling in the attached template for reference descriptions. See annex 3 - Reference Descriptions.
