The service shall provide a complete tender in the form of a residence with 24 hour care services, as well as relevant employment. The framework agreement shall cover the municipalities ́needs for health and welfare services and rehabilitation in the target group of persons who, based on mental illness, have developed reduced functional abilities and any additional problems. Additional problems can, for example, be substance abuse and behavioural difficulties and other compound problems. The target group will be of different age from the year they turn 18.
