Hovedtrekk ved prosedyren:

The contract shall include works, delivery, assembly, maintenance, service and repairs of door environments, mechanical and digital lock systems, fittings, door closers and door automation etc., as well as turn-outs for acute needs. The agreement shall also be able to be used for sliding doors and sliding door automation. If the tenderer does not cover the entire portfolio, the tenderer must join up with sub-suppliers. The framework agreement shall, to a limited degree, also be able to be used for the procurement (delivery and assembly) of special doors such as steel doors/fire doors/security doors/etc. if Statsbygg deems it appropriate that the entire delivery is coordinated by the framework agreement supplier.

Economic and financial capacity Qualification requirements; Tenderers are required to have satisfactory financial implementation ability. The size of the turnover, one in relation to the contract value, can be emphasised. Documentation: The Directorate of Public Construction and Property will carry out a credit rating of tenderers. Tenderers may, in addition, be asked to submit auditor confirmed annual accounts, alternatively state StartBANK ID.

Technical and professional qualifications Qualification requirement: Tenderers shall have sufficient implementation ability (capacity) and suitable manpower to carry out assignments under the contract. Tenderers shall be licensed to make lock systems. Tenderers shall have sufficient experience from assignments with a transferable value to this contract, including delivery, assembly, maintenance, service and repairs of doors, locks, fittings, door closers and door automation. Documentation: An overview shall be given of the tenderer's workforce. The overview shall highlight the number of skilled workers and unskilled within the discipline category(s) included in the contract. If the tenderer shall be based on sub-suppliers for individual disciplines, this shall be specified. Documentation confirming licensing. Tenderers shall present a description of up to 5 reference assignments with comparative value in the last 3 years with information on, among other things: • The assignment/contract name • Description of the assignment/contract • Type of building • The assignment/contract value • The start-up date and completion date. It must be stated whether the works have been carried out by sub-suppliers or by the tenderer themselves. If the tenderer has not carried out the work themselves, the reference will not substantiate that the qualification requirement is fulfilled. Tenderers must, in such cases, present a commitment statement from a sub-supplier who has the relevant experience and reference projects from the sub-contractors that show that the requirement is fulfilled.
