1.ASSESSMENT 1.1 Use of electric or hybrid bridge lifts to reduce emissions Møre og Romsdal county has carried out a market dialogue with suppliers of bridge lifts for climate and environmental mapping. The dialogue shows that there are currently no electric bridge lifts on the chassis or lift additions in the world. Some of the lifts can run electrically, but must then be rigged and connected to the electricity network for each bridge that shall be inspected. This will be very expensive and ineffective. There are also several bridges where there is no possibility of connecting to the electricity network. The time horizon for when the lorry chassis on electricity (battery) with the lift extension will come on the market is uncertain. The market dialogue shows that there are major challenges at suppliers in terms of the delivery of such chassis, probably not before 2027. A lorry chassis on electricity (battery) will be approx. 2 tonnes heavier than diesel. This will lead to increased axel load on the lorry and give challenges as regards use on behalf of the bridges and bridges with a lower user class <Bk 10. This we see is already a challenge with buses currently running on electricity (battery). The range of the lorry chassis on electricity (battery) can currently be up to approx. 300 km and charging possibilities around the county road network are limited. The contract shall be used on inspections over several days over major stretches in Møre and Romsdal, where in some cases it will be difficult to get charged electric/hybrid bridge lifts and vehicles sufficiently without it being at the cost of driving and resting time and efficient working hours, which in turn makes it take longer to carry out the inspections. The number of charging points along the county roads is likely to increase in the future. 1.2 Other measures to reduce emissions The contract is intended to be used as an ordering of assignments according to a determined inspection programme, where it is intended to most efficient work in the field with hospitalised accommodations to ensure running and resting time and ferry departures. The contracting authority will prepare inspection plans in advance in order to optimise the transport logistics etc. driving distance and emissions. This will be done in cooperation with the service provider. 2 CONCLUSION The result of the climate and environmental mapping shows that the procurement has a climate footprint and an environmental impact in connection with. transport. Based on our market dialogue, there are currently no electric bridge lifts on the chassis or lift additions in the market. The lifts that can be driven electrically directly from the electricity network are not suitable for use in this contract. It has therefore been considered that setting requirements for zero emissions/hybrid vehicles would not be appropriate for this procurement. The Contracting Authority will take steps to inflict as many stress on the climate and environment as possible by optimising transport logistics. This will be done with requirements for the preparation of inspection planning.
