The contracting authority has, in connection with planning the procurements of the operational contracts 1500 Ålesund and 1502 Indre Sunnmøre, carried out an internal climate and environment mapping and market dialogue, in order to get the best possible basis with a view to being able to map the contracts ́toion climate footprint and environmental impact.
The market dialogue confirmed the contracting authority ́s internal climate and environmental mapping that emissions of Co2 (diesel) and the use of salt make up the significant climate footprint and environmental impact when carrying out the contract work.
It was apparent from the market dialogue that access to alternative solutions for fuel in the contract areas is limited.
Furthermore, the result of the Contracting Authority's climate and environment mapping and market dialogue showed that timely and condition based salting in accordance with weather and driving conditions, as well as a calculation of residual salt in the roadway, will give the best savings on salt emissions.
The result of the climate and environmental mapping shows, therefore, that measures to reduce the emissions of Co2 (diesel) and reduction of salt, are best achieved through minimum requirements in the requirement specification.
Based on this, the Contracting Authority considers that the requirements in the requirement specifications provide a clearly better climate and environmental effect than weighting climate and environment considerations with a minimum of 30%.

• The tenderer's equity shall be positive.
• The tenderer's annual average turnover for the last three years shall be at least NOK 20 million. per annum.
Documentation requirement:
1. The tenderer ́s equity, as well as the tenderer ́s total turnover for the last three financial years shall be documented in the tender documentation, annex 4. The tenderer's Annual Financial Statements, Annual Report and Audit Report for the last three years and recent information (quarterly accounts) of relevance to the tenderer's fiscal numbers shall be enclosed with the tender.
2. A brief account of information on economic conditions or losses that are not documented elsewhere and which is required to be documented in accordance with Norwegian and/or international accounting standards.
3. An overview of any recently executed, ongoing or pending tax or public reviews of the tenderer's activities.
4. An overview of any events of significance that has taken place after publication of the last revised annual accounts.
If a tenderer has a justifiable reason for not submitting the documentation that the contracting authority has required, he can document his economic and financial capacity by presenting any other document of relevance to the company's fiscal figures/economy and which the contracting authority deems suitable. Tenderers shall have experience from the execution of the work stated as main disciplines and sub-assignments. It is not sufficient that the tenderer only has experience from managing the sub-contractors ́ execution. If the tenderer only has experience from managing sub-contractors, the tenderer must rely on other entities who have the necessary experience from carrying out the work in question, see the tender documentation chapter 3.
Documentation requirement:
A list of up to 5 and not less than 3 assignments that the tenderer has carried out or execute during the last five years calculated from the tender deadline. Documented in the tender documentation, annex 5. The list shall include the following information for each of the assignments:
