The contracting authority has, in connection with planning the procurements of the operational contracts 1500 Ålesund and 1502 Indre Sunnmøre, carried out an internal climate and environment mapping and market dialogue, in order to get the best possible basis with a view to being able to map the contracts ́toion climate footprint and environmental impact.
The market dialogue confirmed the contracting authority ́s internal climate and environmental mapping that emissions of Co2 (diesel) and the use of salt make up the significant climate footprint and environmental impact when carrying out the contract work.
It was apparent from the market dialogue that access to alternative solutions for fuel in the contract areas is limited.
Furthermore, the result of the Contracting Authority's climate and environment mapping and market dialogue showed that timely and condition based salting in accordance with weather and driving conditions, as well as a calculation of residual salt in the roadway, will give the best savings on salt emissions.
The result of the climate and environmental mapping shows, therefore, that measures to reduce the emissions of Co2 (diesel) and reduction of salt, are best achieved through minimum requirements in the requirement specification.
Based on this, the Contracting Authority considers that the requirements in the requirement specifications provide a clearly better climate and environmental effect than weighting climate and environment considerations with a minimum of 30%.

• The tenderer's equity shall be positive.
• The tenderer's annual average turnover for the last three years shall be at least NOK 20 million. per annum.
Documentation requirement:
1. The tenderer ́s equity, as well as the tenderer ́s total turnover for the last three financial years shall be documented in the tender documentation, annex 4. The tenderer's Annual Financial Statements, Annual Report and Audit Report for the last three years and recent information (quarterly accounts) of relevance to the tenderer's fiscal numbers shall be enclosed with the tender.
2. A brief account of information on economic conditions or losses that are not documented elsewhere and which is required to be documented in accordance with Norwegian and/or international accounting standards.
3. An overview of any recently executed, ongoing or pending tax or public reviews of the tenderer's activities.
4. An overview of any events of significance that has taken place after publication of the last revised annual accounts.

Documentation requirement:

February 1, 2015 - About the Assignment - the procurement ́s purpose and scope The assignment comprises operational and maintenance assignments, with function responsibility for some of the assignments, on county roads and county foot/cycle paths with the accompanying side facilities, side areas, equipment and installations as described in A3, point 2. The work is settled with a round sum for round sum processes, in accordance with quantities and unit prices for other processes and as maths work in accordance with hourly rates for crews and machines.
