Hovedtrekk ved prosedyren:

The assignment comprises the role of builder ombudsman and as SHA coordinator for execution (KU). One resource shall be offered that shall fill the role of builder ombudsman and KU. The assignment includes the execution phase, including the turnkey contractor's engineering design, construction, testing and follow-up in the trial operation period and assistance with take-over and final settlement. The assignment will last until the expiry of the trial operation phase, but with an option to extend somewhat beyond this point in time as needed, for example, to assistance with final settlements. The start-up is expected to be during February 2026 and at the latest two weeks after the contract has been signed. The Builder Ombudsman will be a part of the builder ́s project group, with, among other things, the builder's ITB manager, Statsbygg ́s professional resources and Statsbygg ́s project management. The builder ombudsman shall be the main building ombudsman and shall also have the role of SHA coordinator for the execution phase (KU). Tenderers who are awarded the contract will be obliged to undertake work for KORO (Art in public spaces) or an artist related to art for this construction project. KORO and the artist shall be able to place orders on the same terms as the Directorate of Public Construction and Property can place additional orders in accordance with the contract.

Tenderers may, in addition, be asked to submit auditor confirmed annual accounts, alternatively state StartBANK ID.

Technical and professional qualifications. Tenderers are required to have sufficient experience from assignments with comparative value. Documentation requirement: A description shall be submitted of up to 3 reference projects with comparative value. Also reference projects older than 3 years will be considered. The description shall be approx. one A4 page per project and it shall include information on, among other things: • The project name •Principal • the project ́s size in m2 and cost • type of building • type of contract • The assignment ́s contract value, excluding VAT. • the company ́s assignments/role in the project • the start-up date and completion date (year) / if not completed - where one is in the project • in what phases the assignment was carried out.

The person offered as an SHA coordinator is required to have the necessary knowledge on safety, health and the working environment, including the Working Environment Act and have the necessary competence to follow-up relevant risk conditions in the project, cf. the Builder Regulation § 13. Documentation requirement: Certificates and course certificates for offered personnel.
