03-UDE-2025 Simulator for sailors and ship mechanics

Etterstad SIXth Form College shall start up maritime subjects as educational services from autumn 2025. The school thus needs a simulator that can be used for training and practical training for sailors and ship mechanics. The simulator will be a central tool in teaching, as it provides the possibility to practice situations and tasks that sailors and ship mechanics meet in their professional life. This will help to provide students with the necessary competence and skills to meet the requirements in a demanding and important branch. In addition to the simulator, eight desk bridges (simulator places) shall be delivered in accordance with DNV class C or similar, in accordance with STCW requirements for certification of maritime simulators (DNV-ST-033, August 2023) and 1 instructor/teacher user. The simulator is an important part of the process for the school achieving the necessary certifications required to be certified in accordance with the STCW convention and DNV-ST0029. The STCW convention is an international agreement on competence requirements for Sailors. DNV-0029 is Det Norske Veritas ́s requirement for the same training. There will also be a need for a continuing support and service contract.

Tenderers shall be credit worthy.: Credit evaluation/rating, not older than six months, and which is based on the last known accounting figures. The rating shall be carried out by an officially certified credit rating institution. If the tenderer has a justifiable reason (e.g. a recently started company) for not submitting the documentation required by the Contracting Authority, he can document his economic and financial capacity with any other document that the Contracting Authority deems suitable.

Tenderers shall have experience from equivalent assignments. Equivalent assignments mean experience with delivering simulators for sailors and ship mechanics for teaching, which are certified by DNV for class C or equivalent.: Short description of the two or three most important deliveries in the last five years, including information on the contract ́s value, date of delivery, number of delivery points as well as the name of the contracting authority and a description of the assignment ́s content.

Tenderers shall be suitable to fulfil contract requirements for due diligence assessments for responsible businesses, see annex 12 in SSA-K/SSA-V. This means that the Tenderer has implemented measures and systems that are used in the Tenderer's work to safeguard basic human rights and decent working conditions, as well as to prevent environmental degradation and corruption.: A description of the tenderer's systems for working with due diligence assessments in accordance with the UN ́s guiding principles for business and human rights (UNGP) and the Tenderer's systems for working with due diligence assessments in accordance with the UN ́s guiding principles for business and human rights (UNGP) and the OECD's guidelines for multi-national companies. The documentation shall include: • Formal policy/guidelines that cover an obligation to comply with the requirements of responsible businesses.
