Economic and financial position requirements: Qualification requirement: Tenderers must have the financial capacity to carry out the assignment/contract. The intention is to ensure that the tenderers have fulfilment ability in relation to the contract that is the object of the tender offer. The contract is very important for infrastructure and it has a long duration, there are, therefore, stringent requirements.
Norwegian tenderers: Minimum bankruptcy rating A in Proff Forvalt.
The contracting authority will check the financial capacity in Proff Forvalt itself. If sufficient information is not available in Proff Forvalt, the tenderer shall upon request, send the necessary information without undue delay.
Sole proprietorships: Sole proprietorships must submit a self-declaration on economic and financial standing, where it shall be apparent whether there are financial conditions or obligations that can affect the company's ability to fulfil the contract. Annual book turnover for the last 3 years shall be disclosed. It must also be stated that one is willing to provide a bank guarantee.
A bank guarantee will be required for 20% of the contract value before the contract is signed.
Foreign tenderers: A printout of a credit rating showing the financial ranking shall be enclosed. A printout is to be obtained from a credit rating company. The credit rating should not be older than 3 months. A definition of the symbols that the credit rating institution uses must be enclosed so that the contracting authority can assess different ratings up against each other. If a tenderer has a justifiable reason for not submitting the documentation required by the contracting authority, he can document his economic and financial capacity by presenting any other document that the Contracting Authority deems appropriate.
For all tenderers: The contracting authority can assess and accept any other written documentation regarding the tenderer's financial capacity, including accepting that the tenderer relies on obligations from another legal subject.
