Bergen kommune - Etat for utbygging
The project shall ensure that the existing buildings at Ulriken School can be used as a respite school for up to 400 pupils until June 2032. The number of pupils is divided between nordbygg, vestbygg and østbygg. In order to achieve this and ensure that both pupils and employees have the necessary facilities, upgrading internal buildings and parts of the school place is necessary. A new bus lay-by with the accompanying pavement in Landåssvingen must also be established, so that transported pupils can safely get to and from school in a safe way.

Minimum qualification requirements
The company must have sufficient economic and financial capacity to implement the assignment. When assessing what is seen as sufficient economic and financial capacity for each assignment, emphasis will be put on the assignment ́s values, benefits, risks and duration. All the received and any obtained information will form the basis for an overall assessment of whether the qualification requirement is fulfilled.

Minimum qualification requirements
The contracting authority requires that all tenderers have implemented a quality management system that is satisfactory to ensure the quality of execution in this contract.
Documentation requirement: Description of the company ́s implemented quality management system. A certificate shall be enclosed for the company's quality management system, which verifies that the company fulfils certain quality management standards, for example ISO 9001:2015. If a company does not have such a certificate, other valid documentation of the company's quality management system must be submitted. In such cases as a minimum the following shall be provided:
* a general description of the contents of the system, the name of the system, as well as a concrete description of how the system will be used to ensure the quality of this contract.
* an overview of the content and structure of the system, e.g. chapter division that shows an overview of control plans and/or check-lists that are relevant for this contract.
* An organisation chart showing the responsibilities in the quality management system, including routines and plans for internal control (regular review) of the system and who is participating in these reviews.
* description of routines for handling deviations (work on preventive and corrective measures)

The company shall be legally registered. Documentation requirement: It is not necessary to enclose documentation for companies that are registered in the Norwegian Register of Business Enterprises and the VAT register. The contracting authority will check the organisation number in the company ́s Mercell profile. Please note that it is the organisation number that is in the company ́s profile for this competition in Mercell that is checked. For companies that are not registered in the above mentioned register, tenderers must present a certificate or confirmation (equivalent company registration certificate) of registration in a trade or business register as prescribed by the law of the country where the company is established. Such a certificate shall not be issued more than six months before the tender deadline.

The company shall have experience from relevant assignments. Relevant assignments means assignments as turnkey contractors of the same complexity/degree of difficulty and extent/size. Documentation requirement: The company ́s relevant assignments from the last five years, listed in the reference list template. The chosen tenderer will be sent a reference list template to document fulfilment of the qualification requirement. In cases where the company does not have the necessary qualifications, but relies on other suppliers to be qualified, equivalent documentation must be presented for them.
