The municipality needs to procure services for the transport of refugees with children, who live so that it is not possible to both deliver/collect children in nurseries/before-and-after-school care and even get to adult education by using public communication. The municipal council in Dønna has decided that a transport scheme shall be established for the municipality ́s inhabitants, which shall contribute to the prevention and help of outsiders. The transport scheme applies to all residents who do not have access to their vehicles and is for travel to/from leisure activities between 07:00 and 21:00. It is a prerequisite that the users of this service shall pay a deductible per passenger for the transport equivalent to a bus ticket in Zone 1 in Nordland. As of July 2024 this is a rate of NOK 39 for adults and NOK 20 for children/student/salutes. It is the tenderer of transport services who shall collect the excess, and subtract these revenues from the municipality's invoice documentation. Joint for both schemes is that orders for transport assignments shall occur as early as possible and at the latest 24 hours before the transport assignment. The order shall be in writing and included in the decision. Users of the transport service are responsible for cancelling the transport assignment directly with the supplier of transport services if the prerequisites for the assignment are no longer present. The transport schemes only apply for transport on roads, not for sea transport. The service is based on the fact that it can be solved by the use of one vehicle, and users must therefore reckon that they must adjust the departure time so that the capacity of the vehicle can be used in the best possible way. As there is only one vehicle in the transport scheme, the departure time will also be affected by whether it is necessary to drive several trips to carry out the transport assignment. The contracting authority would like experienced drivers who are used to similar driving. The offered personnel shall have good cooperation abilities and be able to adapt to the assignments and passengers ́needs. Upon request from the contracting authority, the tenderer must be able to present a certificate of conduct for its drivers. The contracting authority is dependent on stable personnel from suppliers with fixed drivers to the greatest possible degree. Tenderers shall notify replacements of drivers to the contracting authority. The contracting authority can demand that the tenderer replaces personnel if necessary. Tenderers shall, on a timely basis, obtain and maintain the certifications and permissions necessary to carry out assignments under the framework agreement. This is to be covered for own cost by the tenderer. The tenderer is responsible for ensuring that the vehicles and drivers have the public certifications, certificates etc., that are necessary for the execution of the deliveries. The contracting authority has, upon request, the right to check such information. All vehicles shall be equipped with safety equipment, tenderers shall have child chairs for different age groups available. The vehicles shall be cleaned internally when attending driving assignments and scheduled driving. All formal oral and written communication in the implementation of the contract shall be in Norwegian. The Contracting Authority is concerned that road transport is carried out as environmentally friendly as possible. Electric vehicles will be assessed as more environmentally friendly than vehicles with fossile fuels. Equivalently, the driving of 1-4 passengers with passenger car will be considered more environmentally friendly than driving with larger vehicles. Known and fixed needs will be agreed with the chosen tenderer(s) as much time in advance as it is practically possible. The Contracting Authority is concerned that the transports have as little environmental impact as possible. Tenders will be evaluated in accordance with the tenderer ́s current and future share of zero emission vehicles. See point 1.2.3.
