Vennesla kommune

Vennesla municipality invites tenderers to an open tender contest for a framework agreement for temporary staff services within educational personnel for schools and nurseries. The objective of the procurement is to ensure access to qualified personnel for sick leave, leave and leave when this is not self-management. Temporary temporary staff can also be hired if it is discussed with the representatives at the contracting authority. The framework agreement shall cover all nurseries and schools at the contracting authority, see annex 1 the contracting authority ́s requirement specification point V for the complete list of locations and it will always be in accordance with the current labour regulations. 2 parallel framework agreements will be signed, provided that there are a sufficient number of suitable tenderers and tenders. The framework agreement suppliers will be ranked in accordance with the outcome of the competition. Tenderers at the top of the prioritising list should always be contacted first. If tenderer no. 1 is not able to deliver, supplier no. 2 on the list will be contacted.

Economic and financial capacity to be able to fulfil the contract.: Tenderers must have sufficient economic and financial capacity to be able to fulfil the contract. Creditworthiness with no requirement for collateral will be sufficient to meet the requirement.

Tax Certificate: The certificate must not be more than six months old. The certificate must not be more than six months from the deadline for receipt of tenders. Foreign tenderers must submit equivalent certificates from their own country that show that they have an arrangement for the payment of taxes and duties. If the authorities in the relevant country do not issue such certificates, the tenderer shall submit a statement which states that all taxes and duties have been paid. The declaration shall be approved and signed by the tenderer's Financial Director/ person responsible for Finance.

Registration: Tenderers shall be registered in a company register, professional register or registered in a commerce register in the country where the tenderer is established. Tenderers shall be registered in the Norwegian Labour Inspection Authority ́s register for registration and registration scheme for manpower companies. The contracting authority will check whether the tenderer is registered in the Norwegian Labour Inspection Authority ́s register.

Experience from comparable contracts: Tenderers shall have experience from comparable contracts. Comparable assignments means the delivery of temporary staff within educational personnel in accordance with the requirement specification. Description of up to 3 of the tenderer's most relevant contracts in the course of the last 3 years.

Control routines for the HR area.: Tenderers shall have a system for carrying out regular audits of the following areas: Employment contracts, assessment of the hired risk conditions, clarified responsibility for HSE, working hours, wages, overtime payments, wage obligation when completing assignments, sickness allowances, follow-up of long-term sick leave as well as job protection.
