The contracting authority is responsible for ensuring a tender of somatic specialist health services for the inhabitants of the region. In addition to the services delivered by own health companies/hospitals and contract specialists, the contracting authority would like to enter into contracts for somatic specialist health services from private tenderers. Together this shall contribute to fulfil the Contracting Authority's grieving responsibility in the region. The contracting authority intends to enter into agreements that contribute to correct need coverage of the services covered by the procurement and a geographically equivalent offer to the population. For all sub-services, the services shall be provided from one/several delivery address(s) within the admission areas of St. Olavs Hospital health trust and Helse Nord-Trøndelag HF. Tenders with different delivery locations will be rejected.

Tenderers shall have sufficient economic and financial capacity to fulfil the contractual obligations.: The Contracting Authority will evaluate the Tenderer's fulfilment of the qualification requirements in the following manner: For accounting companies with economic activity: Revised Annual Financial Statements with notes, the Board's Annual Reports and Audit Reports for the last two years for accounting companies. If the annual accounts for the last accounting year have not yet been formally approved, the provisional annual accounts must be submitted. Any recent information that documents or can affect the company ́s financial position shall also be enclosed. For non-accountable companies, SUS and companies without financial activity. A budget shall be enclosed for the assignment and a full-bodied account that substantiates sufficient economic and financial capacity to carry out the assignment. If the tenderer has a justifiable reason for not submitting the documentation that the contracting authority has demanded, the tenderer can prove its economic and financial capacity by any other document, including e.g. by a parent company guarantee, bank guarantee etc. The Contracting Authority will itself extract rating reports on the www.soliditet.no (delivered by Bisnode Credit AS). Tenderers shall have information systems, management systems and routines that fulfil the requirements for information security and privacy in relevant laws and requirements in the Norm for information security health and welfare services (Normen). In addition, contract specialists must substantiate that they can carry out the assignment as a physical and legal separate entity from the contract specialist practice, including confirmation that the assignment will be carried out in separate premises with their own equipment and separate journal licences, as well as information and signage for the patients must be separate. Contract specialists must submit a self-declaration confirming that they have the ability and capacity to take on the assignment and at the same time fulfil their obligations as an agreement specialist. Contract specialists must submit a self-declaration confirming that they can carry out the assignment as an entity physically and legally separate from the contract specialist practice, including confirming that: the assignment will be carried out in separate premises. Plans for the premises shall be enclosed. The assignment will be carried out with separate equipment There shall be equipment lists stating which equipment is used in the contract specialist practice and which equipment shall be used in this procurement. the assignment will be carried out with separate journal licences information and signage for the patients that the entities are separated are taken care of. Contract specialists must provide a description of how the contract specialist intends to fulfil the requirements above. Contract specialists must also state how large the contract specialist owns the contract specialist in question. The contracting authority will obtain information in its own organisation regarding the contract specialist ́s norm figures, positions of employment, the use of temporary staff, sickness and any leave in order to verify that the tenderer has sufficient ability and capacity to undertake the assignment and at the same time fulfil its obligations as a contract specialist.
