Justification that the environment is not weighted, cf. the Public Procurement Regulations § 7-9: The contracting authority has not given an environment as the award criteria in this competition as this is considered immaterial in the existing procurement, cf. the Public Procurement Regulations § 7-9 (5). The goods procurement includes specific products where the assembly and materials are specified in accordance with the necessary quality for their use. Tenderers will not be able to influence this. Furthermore, the evaluation of means of transport is considered unsuitable in order to distinguish between the tenderers. Materials and/or products are transported outside Norway. Tenderers will not be able to influence this. In order to comply with the requirement that the award criterion shall have sufficient connection to the procurement, the transport in the last stage may form the basis. Such a criterium will not be suitable to identify the actual environmental impact the product presents, and consequently be immaterial. This is also supported by relevant tenderers in a market survey.

Minimum qualification requirements Qualification requirement: Tenderers shall have a good and well-functioning quality assurance system. Documentation requirement: Description of the tenderer's quality assurance methods. If a tenderer is certified in accordance with ISO 9001 or equivalent standards, it is sufficient to submit a copy of a valid certificate.
