There is less knowledge about refugees who stay outside asylum reception centres before resettlement than other refugees, as refugees outside the asylum reception centres must seek out contact with the Norwegian authorities in the arrival and settlement phase. Collecting and registering information that is relevant for the settlement and integration work is more limited for this group than for other groups. There is a need to know more about how settlement of persons outside the asylum reception centres has functioned during the refugee flow from Ukraine, both in light of continued high arrivals of Ukrainians and other future groups. IMDi has, in the letter of allocation for 2024 from the Ministry of Labour and Inclusion (AID), been given the task of implementing a R&D project that can provide more knowledge on how settlement of persons outside the asylum reception centres has worked. The aim of the project is twofold: Firstly, the project shall map the practice of working with settlement of persons outside the asylum reception centres, in particular in connection with the high arrivals from Ukraine, and the experience in IMDi and the residence and settlement municipalities. In mapping the practice, the project shall identify any weaknesses and vulnerabilities in relation to settlement of persons outside asylum reception centres. Secondly, the project shall present proposals for improvements to the settlement process for persons outside the asylum reception centres, and any measures to safeguard this group.
