A contract shall be signed with one tenderer. This is a 4 year service contract with an option for 1+1 year. The aim of the procurement is to cover OsloMet ́s need for security guard services. The need includes security guard services for all days, year round. The service is provided 24 hours a day, 365 days a year.

The procurement is for a service procurement where OsloMet procures human resources that shall carry out the assignments. The procurement has, in its nature, a climate footprint and an environmental impact that is immaterial and OsloMet has, therefore, not given award criteria or requirements regarding climate and environment, cf. the Public Procurement Regulations §7-9. This is justified by the fact that a climate footprint and environmental impact associated with this procurement are beyond what can be seen as the nature of the procurement. If you would like to submit a tender, you must register in the "Supplier Portal" Mercell TendSign. Tax Certificate: The certificate must not be older than 6 months calculated from the deadline for receipt of tenders. Any arrears and other notes must be explained. • Foreign companies must submit equivalent certificates that show that they have an arrangement for the payment of taxes and duties.

Legally established company: Norwegian tenderers: Company Registration Certificate Foreign tenderers: Confirmation that the tenderer is registered in a trade register or company register in accordance with the law in the country where the tenderer is established.

Tenderers shall have good economic and financial strength to be able to fulfil the contract.: A solidity assessment/credit rating from a publicly certified credit rating company. - The assessment must provide information on good credit worthiness, i.e. Dun & Bradstreet rating AA or equivalent from another recognised credit rating company. - The credit rating must not be older than six months from the tender deadline. - The result must be given in documentation that has a graded value (letters or numbers etc.) on a defined scale. - Tenderers with a rating worse than "good credit worthiness" /"AA" will be rejected. - If a tenderer has a justifiable reason for not submitting the documentation that the contracting authority has required, the tenderer can document his economic and financial capacity by presenting any other document that the contracting authority deems suitable. The contracting authority reserves the right to obtain further credit ratings or other financial information that, but not limited to, annual financial statements including notes, the board's annual reports and auditor's reports.

The tenderer shall have good implementation ability that shows that the tenderer can fulfil the contract.: A short, overall description of the company shall be given, including: • Description of the current business. A description of how the tenderer is organised for the execution of this contract, hereof a list of personnel that the tenderer can use for fulfilment of the requested contract area.

Experience from similar assignments: Tenderers shall document experience from similar assignments that show that they can fulfil the contract.: Description of the Tenderer's three most relevant assignments in the last 3 years. The description must describe the assignment and include a statement of the assignment ́s value, date and recipient (name, telephone number and email address) • It is the tenderer ́s responsibility to document relevance through the description. The contracting authority must be able to contact the reference persons who are listed.

Permission There is a requirement for a police licence to carry out security guard services in the Police District Oslo and Police District East. See the Security Guard Act § 2. Approved areas of activity shall be: Inspections of private or public areas, cf. §2 a, inspection services §2 b, Attending services, cf. §2 d and Receive and process alarm signals, cf. §2 e: Valid police licence documenting the qualification requirement.
