Replacement of bowling facility in Hitrahallen

Hitra kommune

Hitra municipality owns the current bowling alley, of which the operation is carried out by Hitrahallen SA. The current bowling equipment is characterised by many errors at the facility and is therefore ripe for replacement. The contracting authority would like tenders for both Stringpin machines and Free-fall machines, including installation and training. Tenders are wanted for the following: Free fall forcepsPin deck lightningDivision lightning systemScoring system with screensBall returns station (3 items) Service/repairs on automatic bumper rails on all lanes (6 lanes) Lane machineDivisions & Capping. 6 lanes. Colour black.3 ball storage rack, colour topplate: black. Minimum capacity for 80 bowling balls.2 ball ramp. Colour: black. The contracting authority would like price offers on both Stringpin machines and Free-fall machines, and the Contracting Authority decides which type of these two will be chosen in the end. If a tenderer only offers one of the alternatives, it is ok. Tenderers shall assemble new equipment themselves, and all current equipment that is replaced shall be disassembled by the supplier. Stringpin machines must be certified for tournaments (USCB certified).

Hovedtrekk ved prosedyren:

The procurement will be carried out in accordance with the Public Procurement Act of 17 June 2016 (LOA) and the Public Procurement Regulations (FOA) dated 12 August 2016, part I and part III. The contract will be awarded in accordance with the 'Open Tender Contest' procedure, cf. FOA § 13-1 (1). Negotiations are not allowed in this competition. Tenders cannot, therefore, be changed after the tender deadline has expired. Furthermore, attention is agreed that tenders that include significant deviations from the procurement documents shall be rejected in accordance with the Public Procurement Regulations § 24-8(1) b. The contracting authority can reject tenders that include deviations from the procurement documents, uncertainties etc., which must not be considered insignificant, cf. The regulations § 24-8(2) a.Tenderers are therefore strongly encouraged to follow the instructions given in this tender documentation with annexes and possibly to question uncertainties via the contracting authority ́s KGV. Tenders shall be prepared in accordance with the guidelines given in this tender documentation with annexes, and submitted electronically by using the contracting authority ́s KGV. According to the Contracting Authority's assessment, the competition has a limited impact on the environment, and cf. § 7-9 fifth section of the procurement regulation, we believe that this is a procurement that has a "climate footprint and an environmental impact that is immaterial". The contracting authority has nevertheless chosen to include a sub-point under the award criterion "quality", where the tenderer shall describe where the goods are produced and how they are intended to be transported to the delivery place. The sub-criterion is one of several under the quality criterion.
