The Norwegian Defence Estates Agency invites tenderers to submit tender offers on the following assignments: A continual contract for the delivery of test tools for recruitment. The Norwegian Defence Estates Agency carries out approx. 250 recruitment processes a year with normally three or four candidates per process. The long term plan for the Norwegian Armed Forces/The Norwegian Defence Estates Agency suggests stepping-up and it is anticipated that there will be an increase of how much will be spent on the contract each year. It is estimated that the annual use of the contract will be between NOK 650,000 - 1,250,000 excluding VAT.

Hovedtrekk ved prosedyren:

The Norwegian Defence Estates Agency has an ongoing need to recruit new employees and good practice in the recruitment disciplines, which means the use of work psychology tests. The gain from test use in recruitment and selection is to be able to predict job seekers ́ job performance better and assess personal suitability when hiring new employees. Test use is seen as increasing the quality of the recruitment process and the likelihood of hiring the right candidate for the position. The Norwegian Defence Estates Agency requests tenders for personality tests and ability tests. The test tool should be able to predict job seeker job performance and be user friendly for candidates and test administrator. Support/guidance shall be possible in connection with selection and use of the different tests and test tool. Motivation tests are also being assessed, see the item for an option price on motivation tests in Annex 6. Option price for motivation tests is not subject to evaluation and tenderers are not required to provide this test.

The tenderer shall have good finances. Minimum requirement for a credit rating: Credit with security.: Documentation requirement: Credit rating of the tenderer, not older than six months from the tender deadline, based on the last known accounting figures. The result of the credit rating must be given as a graded value (letters or numbers) on a defined scale. The credit rating shall include an assessment of the tenderer's payment history/reliability. NB! If the tenderer, in order to comply with the requirement, presents guarantees from other companies (e.g. the parent company), an equivalent credit rating must be submitted for that company. Furthermore, a legally binding confirmation must be enclosed from this company stating that they have joint and several liability under the contract. The Norwegian Defence Estates Agency has assessed the situation in connection with the received request for prolonged tender deadline. We consider that Christmas holidays mean that tenderers in practice have less time to prepare their tender than otherwise and have therefore decided to extend the tender deadline from 08.01.2025, 12:00 to 13.01.2025, 12:00. In addition we have postponed the question deadline to 03.01.2025, 12:00 and the abidance deadline to 14.03.2025.
