Politiets Fellestjenester (PFT), hereafter called the Contracting Authority, shall, on behalf of the Police Department and PST, enter into a framework agreement for the provision of property consultancy services.
The contract includes services that are relevant for all parts of the police. The police here means the National Police Directorate and its underlying districts, special bodies and underlying entities.
The procurement includes the following disciplines with naturally close by problems and needs within:
• Sub-contract 1 strategic consulting, engineering design/engineering consultancy services.
• Sub-contract 2 project management

Politiets Fellestjenester (PFT), hereafter called the Contracting Authority, shall, on behalf of the Police Department and the Norwegian Police Security Service (PST), enter into a framework agreement for the provision of property consultancy services. The contracting authority ́s location in Oslo will be the point of contact for further communication and call-offs against the framework agreement. Therefore there will be a need for meetings between the Contracting Authority and the Supplier, preferably in the contracting authority ́s premises.
The contract includes services that are relevant for all parts of the police. The police here means the National Police Directorate and its underlying districts, special bodies and underlying entities. PFT Eiendom is responsible for the procurement, management, operation and maintenance of the agency's buildings. The area of responsibility covers the entire country and comprises approx. 780,000 leased m2 divided in approx. 380 locations. The police also manage some properties on behalf of the government.

Requirements of the tenderer's economic and financial capacity.: Qualification requirement:
Tenderers must have sufficient economic and financial capacity to fulfil the contract. Creditworthiness with no requirement for collateral will be sufficient to meet the requirement.
Documentation requirement:
- A credit rating based on the most recent financial figures. The rating shall be carried out by a credit rating company with licence to conduct this service.
The contracting authority will, if needed, obtain a credit rating, from a credit information company with a licence to conduct this service, as an addition to the documentation delivered in the tender.
If a tenderer has a justifiable reason for not submitting the documentation required by the contracting authority, he can document his economic and financial capacity by presenting any other document that the Contracting Authority deems appropriate.
