Kvalitetskriterium (navn): The Directorate of Public Construction and Property will use the exclusion provisions in PPR § 7-9 (4), as Statsbygg has assessed that the conditions for setting climate and environmental requirements in the requirement specification are met.
The provisions PPR § 7-9 must be applied within the framework of the general requirements in loa § 4, where in particular the requirements for competition and proportionality are relevant, as well as the requirement for connection to the delivery in PPR §§ 15-1 and 18-1. This means that the requirements set in accordance with the Public Procurement Regulations § 7-9 shall not be unnecessarily restrictive, or disproportionate as regards the effect that can be achieved. In addition, the requirements must have sufficient connection to what shall be delivered under the contract, which means that it is not limited to premiere or requirement qualities that go beyond the actual delivery.

Qualification requirements in this competition: Tenderers are required to have a legally established company: Norwegian companies are required to submit a company registration certificate, foreign companies are required to have an equivalent certificate in the country where the company is registered, alternatively StartBANK ID.
Tenderers are required to have sufficient financial capacity to fulfil the contract, with a credit worthiness of minimum A or equivalent. The extent of the turnover seen in relation to the contract value will be emphasised. The Directorate of Public Construction and Property will carry out a credit rating of tenderers. Tenderers may be asked to submit auditor confirmed annual accounts, alternatively state StartBANK ID.
Tenderers shall have sufficient good capacity and suitable manpower with the necessary competence and experience.
Good capacity means being able to assemble and test at least the stated extent per building within a period of 5 working days per building.
Tenderers shall have good and relevant experience from equivalent deliveries with comparative value as regards nature, extent and complexity.
Tenderers shall describe the competence and experience of the personnel that the tenderer can use for fulfilment of the deliveries under this contract. Tenderers shall state their total capacity, not an overview of individual persons ́ competence. If a tenderer will use the capacity of other companies, he shall document that he can use the necessary resources, for example, by presenting a commitment statement from these entities.
Tenderers shall describe their 3 most relevant deliveries in the course of the last 3 years. If the tenderer cannot refer to a minimum of 3 relevant deliveries in the last 3 years, documentation of relevant deliveries older than 3 years will be considered, but not older than five years. The description must include a statement of the assignment ́s value, date, including start-up and completion, as well as the name of the recipient. It is the tenderer ́s responsibility to document relevance through the description.
