The objective of the procurement is to enter into a framework agreement with one tenderer for project management with the accompanying competence environment, who can assist with carrying out several sub-projects to develop future orientated and sustainable health and care services in Molde municipality. Different solutions must be assessed in several sub projects, and in this way several sub-projects can be considered in a concept phase. The framework agreement applies for the concept phase period and not for the implementation period. The concept phase period is expected to be continued until October 2025, cf. annex 4 - Milestone Plan. The duration of the framework agreement is, therefore, from when the contract is signed until 31 December 2025 in order to take any post-work into consideration. As an option the framework agreement can be extended until 30 June 2026 if applicable, for example, if there are new sub projects to be investigated during the concept phase period. The project consists entirely of 11 planned sub-projects, some of which shall be carried out with internal management, whilst others are carried out with external management through the framework agreement. It would be natural to use the contracting authority ́s internal competence in several of the sub projects, even where external managers are. A presentation meeting is wanted as a part of the evaluation, in which the tenderer presents their solution proposal and answers to any questions about the tender. Presentation meetings will be held at the start of the evaluation period and through Microsoft Teams. The contracting authority will contact the tenderers after the tender opening and present proposals for a time frame. The contracting authority would like the sub-projects to start as soon as possible after the contract has been signed. The contracting authority estimates that the value of the framework agreement will be up to NOK 3 million for each year in the next two years, but see chapter 1.3 on the contracting authority ́s reservations. The amount is only a provisional estimated estimate of the maximum activity level given that the work is carried out as planned.
