Tildelingskriterier
Kvalitetskriterium (navn): The exclusion provisions in the Public Procurement Regulations § 7-9 (4) are used, since it is clear that climate and
the environmental requirements in the procurement have a better climate and environmental effect than the use of the award criteria.
The procurement has mainly the following climate and environmental impacts:
Materials for new buildings and alterations to the barn.
Energy use in operation after procurement
Any health and environmentally hazardous substances used in the products in the alteration.
Emissions from machines at the construction site.
It has been seen as re-use in the project, but since the original building was completely damaged in fire, it is only
elements in the barn and outdoor areas that could be reused, this has been assessed and what could be reused are
re-use is required.
The requirements set to reduce or eliminate the climate and environmental impact:
High requirements for climate gas emissions from new materials
Passive house requirements for new buildings, with heat pump, insulation in accordance with building physic
principles of the barn
Re-use of the boulders outside, wood panel and interior door in the barn, garage door

Requirement to avoid environmentally hazardous substances
As a total, the tailor made ECOT systems, with passive house requirements for new elements and new buildings,
high climate requirements for the materials at the best practice level, in accordance with the requirements of green building alliance ́s recent
material supervisor, and requirement to reuse materials, that there is little potential to minimise climate and
the environmental impact, in particular beyond the requirements set in the project.
Statsbygg ́s assessment is therefore that in order to reduce the climate and environmental impact of this procurement
utilise the exclusionary provision in the Public Procurement Regulations § 7-9 (4), as the use of climate and environmental requirements has been assessed to have a clear
better climate and environmental effect than the use of the award criteria as described in PPR § 7-9 (2). The Directorate of Public Construction and Property is
except for the obligations to emphasise the environment or to prioritise the environment among the three highest prioritised
