Procurement of wireless remote programming of The Norwegian critical communication network, called Nødnett, terminals (OTAP)

DSB shall procure a system for remote programming terminals based on wifi and OTAP technology, which shall be established as a service in The Norwegian critical communication network, called Nødnett. The contracting authority would like to enter into a contract with one tenderer for the delivery of the solution that shall be procured, see the tender documentation point 2.1 and the attached contract documents. The contract will come into force as soon as it is signed by both parties and it will be valid for up to 3 years. After this, the contracting authority has a unilateral right to an option for an extension for a further 1+1 year.

Economic and financial capacity (cf. the ESPD form part IV B): Qualification requirement: Tenderers shall have sufficient economic and financial capacity to fulfil the contract obligations. Creditworthiness with no requirement for collateral will be sufficient to meet the requirement. Documentation requirement: Credit evaluation/rating based on. the last known fiscal figures. The credit rating shall be carried out by credit information company with licence to conduct this service. If a tenderer, for valid reasons, such as a newly started company, cannot submit the documentation requested by the Contracting Authority, he can prove his economic and financial position with any other document that the Contracting Authority can accept.

The tenderer's experience and references.: Qualification requirement: Tenderers shall have experience from. comparable and relevant deliveries in the last 3 years. Documentation requirement: Description of the tenderer's three most relevant contracts during the last 3 years. The description must include a statement of the contract ́s date and recipient/customer (name of the customer and gender neutral preferred at the customer, telephone and email). Information must be provided that the reference customer uses the offered system for DSB in this procurement. It is the tenderer ́s responsibility to document relevance through the description.

The tenderer's capacity, resources and manpower.: Qualification requirement: Tenderers shall have capacity, resources and suitable manpower to carry out the deliveries under the contract. Documentation requirement: Tenderers shall describe capacity and organisation of its activities, as well as any sub-suppliers ́ activities. The description shall have a maximum of 2 A4- cider. If the tenderer will use the capacity of other companies, he shall document that he prevails over the necessary resources by presenting a mutually signed commitment statement. A clear description shall be given of how much of the contract the tenderer possibly plans to put away to sub-suppliers.

The tenderer's quality assurance routines and ICT security routines.: Qualification requirement: Tenderers shall have good and well-functioning quality assurance routines/systems connected to the deliveries included in the procurement. Documentation requirement: If the tenderer is certified in in accordance with ISO:9001 or other internationally recognised standard for quality assurance, it is sufficient to copy the issued certificate is to be enclosed. Equivalent documentation shall also be provided for any sub-suppliers. If the tenderer and any sub-suppliers are not certified, the quality system and compliance thereof must be described. Qualification requirement: Tenderers shall have a good and well-functioning system for safeguarding ICT security for the deliveries. the procurement concerns. Documentation requirement: If the tenderer is certified in accordance with the ISO:27000 series or other internationally recognised standard for information security, it is sufficient to a copy of an issued certificate is to be enclosed. Equivalent documentation shall also be provided for any sub-suppliers. If the tenderer and any sub-suppliers are not certified, the system and adherence to this must be described.
