The Norwegian Public Roads Administration, Byggdrift east and southwest, would like to enter into a contract with a tenderer who can operate and inspect our owned and leased buildings. The contracting authority manages large buildings, mainly office buildings, construction offices, traffic stations and control stations. The contracting authority also owns approx. 50 residential units that are procured for road projects and these are currently rented out. In addition the Contracting Authority owns approx. 15 welfare cabins, some of which can also be used for operational services. The contracting authority would therefore like tenders for operational services within the geographical area of Oslo, Østfold, Akershus, Innlandet, Buskerud, Vestfold, Telemark and Agder.

Requirements of the tenderer's economic and financial capacity.: Tenderers must have sufficient financial capacity to fulfil the contract. Creditworthiness will be sufficient to meet the requirement. Documentation requirement: The contracting authority will obtain a credit rating from Experian. If there is doubt, the Contracting Authority can obtain further information from the tenderer.

Teknisk og faglig kapasitet
Tenderers shall have relevant experience.: Tenderers shall have relevant experience. Relevant experience means having carried out assignments within the following services: - Checks/check rounds including statutory inspections of fire protection/fire protection. - Inspection, control and follow-up of technical and electrical installations and systems such as follow-up of the control system, heating and ventilation installations. - Statutory assignments such as water samples and legionella inspections. - Minor snow shovelling/gritting/sweeping and landslide protection in connection with buildings. In order for an assignment to be relevant, it must include at least three of the four service areas stated above. Documentation requirement: Tenderers shall confirm that they fulfil this requirement when submitting their tender. Tenderers shall present the following documentation proof if requested by the contracting authority: - An overview of at least 3 (maximum 5) of the most important, relevant work performed during the last three years, including a short description of the assignment, the name of the public or private recipient, as well as information on the value/amount/scope and date, cf. annex 6: Assignment List. A tenderer who is newly established and cannot submit references, must be particularly careful to document and substantiate that they still have the prerequisites required to carry out the assignment. Newly established tenderers can document that the requirement is fulfilled by referring to experience that the offered persons/resources have built up in the service of others than the tenderer.

Vilkår for kontraktoppfyllelse:
In the attached contract terms points 2.17 and 3.26, there are requirements that ensure that employees at the tenderer and any sub-contractors who carry out work on the contract have no lower wages and working conditions than what is in the current regulations on general tariff agreements or nationwide collective agreements for the relevant industries. The Norwegian Public Roads Administration will also check that the provisions are complied with and impose sanctions on suppliers in case of compliance with the provisions.
