Hovedtrekk ved prosedyren:

The aim is to establish a contract that ensures the group access to efficient and operative subscription services at competitive prices. The agreement must also ensure that private costs are handled correctly and taxed correctly. The contracting authority has different user groups such as office employees, transporters on roads and operational personnel. We would like to join up with a preferred tenderer who offers very good coverage in the areas where the group has locations and along the road network in Trondheim municipality and the surrounding area. A new contract shall replace the current agreement that expires in November 2024.

Other economic and financial requirements: Regarding any other economic and financial requirements that have been stated in the notice or in the procurement documents, the tenderer declares that: Minimum qualification requirements Tenderers shall have the economic and financial capacity to carry out the assignment - the tenderer shall be credit worthy, a minimum of class A. Credit worthy with security is not accepted. A/N is sufficient for newly established tenderers. Documentation requirement for submitting tenders: Credit rating of the tenderer, not older than 6 months calculated from the deadline for receipt of tenders. Assessment shall be based on the last known fiscal figures with an indication of how the credit rating has evolved during the past three years. The assessment shall be issued by a company with credit information concession from the Norwegian Data Protection Authority, see the www.datatilsynet.no. The result of the credit rating must be given as a graded value (letters or numbers) on a defined scale. Newly established tenderers must document the financial capacity to fulfil the assignment by other documentation, such as accounting figures and a bank guarantee.

Services only: Only for services: In the reference period, the tenderer has carried out the following important goods deliveries of the requested type, or the following important services of the requested type. The contracting authority can require up to three years experience and allow experience from the previous three years to be taken into consideration. Minimum qualification requirements During the last three years the tenderer shall have carried out equivalent deliveries and successful implementation projects. Documentation requirement for submitting a tender: An overview of deliveries that the tenderer has carried out in the last three years, with information on the contract ́s value, date of delivery and the name of the recipient. See annex 3.

Technical personnel or technical units: Tenderers can use the following technical personnel or technical units , particularly those who are responsible for quality control: For technical personnel or technical units that do not directly belong to the tenderer ́s business, but if the capacity the tenderer will use, cf. part II, section C, separate ESPD forms shall be supplemented. Minimum qualification requirements Tenderers shall have sufficient capacity, resources and suitable manpower to carry out the delivery. Documentation requirement for submission: - Description of capacity and manpower. - Description of how much of the contract and which areas the tenderer may use for sub-suppliers.

Technical facilities and quality assurance measures: The tenderer utilises the following technical facilities and quality assurance measures and the tenderer ́s survey and research facility is as follows: Minimum qualification requirements A good and well-functioning quality management system is required for the requested services. The concept of a quality management system is i.a. that the tenderer has a awareness of examples of quality objectives, planning, securing, handling deviations, quality improvement and data security. Documentation requirement for submitting tenders: A description of the tenderer's quality assurance methods. If a tenderer is certified in accordance with ISO 9001 or equivalent quality assurance certifications, it is sufficient to enclose a copy of a valid certificate.

Investigation and research facilities: The tenderer ́s survey and research facilitates are as follows:

Management and tracing of the supply chain: The tenderer will be able to use the following management of the supply chain and tracing systems for the execution of the contract:

Control Permission: For goods or services that are complicated, or that in exceptional cases shall be used for a particular purpose: Will the tenderer allow checks of the tenderer's production capacity or technical capacity and, where necessary, of the survey and research facilities that the tenderer has at its disposal and of quality control measures? The guidelines will be a part of the contract. If the Tenderer is certified in accordance with SA-8000 or a member of Ethical Trade, proof of this shall be enclosed in addition.

Number of employees in the management: The tenderer ́s number of employees in the management during the last three years was as follows:

Tools, materials and technical equipment.: Tenderers can use the following tools, material and technical equipment to carry out the contract:

Portion of the contract to sub-suppliers.: The tenderer is considering to outsource the following part (as a percentage) of the contract to sub-suppliers. Note that if the tenderer has decided to outsource a part of the contract to sub-suppliers and will use the sub-suppliers ́ capacity to carry out this part, a special ESPD will be supplemented for such sub-suppliers, see part II, section C, above.
