The Norwegian Agency for Building Quality (DiBK) wishes to procure consultancy services within socio-economic analyses and data collection. DiBK ́s social mission is to contribute to being effectively built secure, environmentally friendly and available housing and buildings and that the requirements for the buildings are followed. The contracting authority is responsible for building technical regulations (TEK17), regulations on lifts and regulations on building materials. Based on this, the Contracting Authority needs consultancy services to carry out and quality assure the collection and assembly of data, as well as carry out major assessments of the type socio-economic analyses and the like. A framework agreement shall be signed with two or three tenderers for each area (see the detailed description of the two areas in the requirement specifications).

Within area 1, the Contracting Authority needs assistance with carrying out major reports of the type socio-economic analyses and the like. This occurs partly on an ad hoc basis in connection with the execution of projects. A typical example of this is assignments to develop new rules or solve a social problem that the Contracting Authority can get from its superior ministry. There can also be reviews that the contracting authority takes the initiative for. The assignments can range from participating in project groups led by the Contracting Authority, to pure independent assignments that the Tenderer is responsible for.
