The Norwegian Public Roads Administration The Norwegian Public Roads Administration (henceforth referred to as the Contracting Authority) requests tenders for analyses of modern mobility ́s importance for strong residential and work regions.
The objective of the procurement is that the Norwegian Public Roads Administration would like to contribute to knowledge on how road infrastructure and road transport measures can improve mobility and connectivity, and increase value creation in the most important residential and labour market regions and production areas in Norway. The assignment ́s focus is to find shortcomings in the road transport system by finding where and how values were previously likely triggered through road and road transport related measures.
The contracting authority has an option to extend the contract with further analyses, considerations and any questions beyond the assignment.
The assignment consists of a main part as described in the requirement specification, as well as an option. This will be adapted to any problems that are important for the contracting authority to get detailed insight into and any areas/problems that are not included here, but which are important for a comprehensive understanding of mobility and connectivity on the way.

• Value, social and business analysis using data from different sources, ability to compile and draw conclusions and experience from this type of assignment.

Tenderers shall present the following documentation proof if requested by the Contracting Authority:
An overview of a minimum of 3 (maximum 5) of the most important, relevant work performed during the last three years, including a short description of the assignment, the name of the public or private recipient, as well as information on value/amount/scope and date.
A tenderer who is newly established and cannot submit references, must be particularly careful to document and substantiate that they still have the prerequisites required to carry out the assignment.
Newly established tenderers can document that the requirement is fulfilled by referring to experience that the offered persons/resources have built up in the service of others than the tenderer.
