The Norwegian Health Network invites tenderers to an open tender contest for a framework agreement for the procurement and hire of licences, as well as licence consultancy services. The objective of the framework agreement is to ensure that the Norwegian Health Network and entities in the governmental health administration, with underlying entities, access to a framework agreement for coverage of all needs connected to the purchase and hire of licences, as well as renewals for existing licences, upgrades, trade-in etc. In addition the framework agreement shall include technical and consulting consultancy services within licences, products, technology and systems in our product portfolio. The procurement comprises five sub-contracts. Sub-tenders can be submitted for one or several of the sub-areas of the procurement. There are no limitations in the number of sub-contracts that can be awarded one and the same tenderer. Parallel framework agreements shall be signed with up to 3 tenderers per sub-area and within each sub-area will rank the chosen tenderers in prioritised order. This sub-contract covers coverage of needs associated with the need for purchase and hire of licences, as well as licence consultancy services, associated software from RedHat Linux.NB! Regarding sub-area 2 – RedHat Linux: Norsk Helsenett SF participates in an initial phase in which Sykehusinnkjøp, on behalf of several health companies, executes a project with the intention of establishing a joint framework agreement for Red Hat linux licenses. If the tender documentation is completed, the procurement will be announced and the contract is awarded, the Norwegian Health Network will join the new, joint framework agreement, c/o Sykehusinnkjøp. K2 - Economic and financial capacity.: K2 - The tenderer shall have good economic and financial capacity to be able to fulfil the contract. Good creditworthiness will be sufficient to meet the requirement.

Documentation requirement: The contracting authority will obtain a credit rating itself from Experian.

Tenderers who cannot be satisfactorily credit rated, or who believe that the credit rating will give a wrong picture, can enclose alternative documentation for the qualification application, which shows that the qualification requirement is met. The contracting authority will decide what sufficient documentation is.

If a legal applicant relies on another company's capacity to fulfil the economic and financial position requirement, documentation shall also be submitted, as stated above, in addition to a signed commitment statement, which explicitly states that the company jointly guarantees the execution of the contract.

If a tenderer is certified in accordance with ISO 9001 or equivalent standards, it is satisfactory to submit a copy of a valid certificate.

Control Permission: For goods or services that are complicated, or that in exceptional cases shall be used for a particular purpose: Will the tenderer allow checks of the tenderer's production capacity or technical capacity and, where necessary, of the survey and research facilities that the tenderer has at its disposal and of quality control measures? The inspections shall be undertaken by the contracting authority or the contracting authority can leave it to a competent public body in the country where the tenderer is established.

Portion of the contract to sub-suppliers.: The tenderer is considering to outsource the following part (as a percentage) of the contract to sub-suppliers. Note that if the tenderer has decided to outsource a part of the contract to sub-suppliers and will use the sub-suppliers ́ capacity to carry out this part, a special ESPD will be supplemented for such sub-suppliers, see part II, section C, above.
