Minimum qualification requirements
Tenderers shall have their tax, payroll tax and VAT payments in order. Tax certificates not older than six months calculated from the tender deadline. Tax certificate means:
Norwegian tenderers:
A tax and VAT certificate issued by the tax office via Altinn.
Foreign tenderers:
Foreign tenderers must submit equivalent certificates from their own country that show that they have an arrangement for the payment of taxes and duties. If the authorities in the relevant country do not issue such certificates, the tenderer shall submit a statement which states that all taxes and duties have been paid. The declaration shall be approved and signed by the tenderer's Financial Director/ person responsible for Finance.

Minimum qualification requirements
Tenderers shall have sufficient economic and financial capacity to fulfil the contract throughout the entire contract period. Tenderers must reckon on up to 2 months operational time before the first payment of fixed payments and/or refunds for the tenderer ́s outlay.
The rating equivalent to "good credit worthiness" or equivalent from a certified credit rating company is deemed sufficient to meet the requirement.
The credit rating shall not be older than six months, calculated from the tender deadline.
The contracting authority reserves the right, however, to obtain further information in order to highlight the current financial situation in the company, e.g. annual accounts and annual reports, quarterly reports, etc.
If the Tenderer has valid reasons for not submitting the documentation requested by the Contracting Authority, the Tenderer can prove his economic and financial position with other documentation that the Contracting Authority deems suitable.
Municipal tenderers are exempt from this qualification requirement.

The contracting authority can require up to three years experience and allow experience from the previous three years to be taken into consideration.
Minimum qualification requirements
The tenderer (company) shall have operated ordinary reception, transit reception, EMA or TA department for UDI for a minimum of one year.
The operation of emergency quartering will not qualify the tenderer

The tenderer (company) shall have run 24 hour staffed health and/or welfare services for a minimum of one year, which includes a residential offer for a minimum of 5 residents. Tenderers shall be responsible for recruitment and personnel responsibilities during operations. The tenderer shall be responsible for the service ́s professional content.
For both options:
Tenderers will not be able to use associated key persons.
If a supporting company is used to fulfil the qualification requirement, the supporting company shall undertake to provide all resident services during the entire contract period. Supporting companies will have independent reporting requirements for UDI during the entire contract period for the quality of the service. Note that if the tenderer has decided to outsource a part of the contract to sub-suppliers and will use the sub-suppliers ́ capacity to carry out this part, a special ESPD will be supplemented for such sub-suppliers, see part II, section C, above.
Minimum qualification requirements
If a tenderer intends to rely on other companies' capacity regarding the qualification requirements for economic/financial capacity, documentation must be enclosed that the tenderer can use the necessary company/supplier, by, for example, a commitment statement. See the attached template commitment statement.
If a tenderer intends to rely on other companies/tenderers ́ capacity regarding the qualification requirements for technical/professional qualifications, a written commitment statement shall be enclosed between the Tenderer and the relevant company/tenderer who proves that the sub-contractor shall commit to providing all resident services during the entire contract period. The documentation shall be signed by a person with the authority to bind the company/supplier.
