Hovedtrekk ved prosedyren:

The aim of the framework agreement is to assist the contracting authority professionally and in processes for small and medium sized projects if the contracting authority does not have the capacity and/or competence to carry out the work: The need will mainly be within consultancy and engineering design services in projects, for example preliminary projects, a municipal sector plan, zoning plan with a technical detail plan, construction plan with tender documentation, as well as follow-up in the construction phase. Necessary reviews and analyses in the mentioned project phases are also included. Furthermore, the Contracting Authority may require other assistance. For example, the consultant may, in some cases, be temporarily located in the contracting authority ́s offices. The list is not exhaustive. The contracting authority reserves the right to carry out parts of the requested services independently if there is capacity. In cases where the contracting authority carries out projects itself, the framework agreement can be used to request individual disciplines and/or further capacity if the contracting authority cannot cover the need in their own organisation.

Services only: Only for services: In the reference period, the tenderer has carried out the following important goods deliveries of the requested type, or the following important services of the requested type. The contracting authority can require up to three years experience and allow experience from the previous three years to be taken into consideration. Minimum qualification requirements Description of the requirement/documentation: The consultant shall have the reqstent professional foundation necessary to fulfil the contractual obligations. Requirement specifications in chapter D. Description of the consultant's most relevant assignments during the last 5 years, set against the requirement specifications, chapter D. Consultant shall deliver a minimum of 3 and a maximum of 5 previous reference assignments, both including the zoning phase and the engineering design/construction plan phase. Newly established companies that cannot present references must be particularly careful to demonstrate that the consultant has the prerequisites required to carry out the contract. The newly established company shall account for the company formation and employees ́ competence. The planned organisation and CVs for key persons in the project organisation are particularly important. This also applies for companies that merge or are acquired by another company during the tendering process. Annex 10 - The company ́s reference project. shall be completed

Support from other entities: If the consultant must rely on other entities to fulfil the qualification requirements for technical and professional qualifications or economic and financial capacity, the consultant shall document that it will be able to use the necessary resources, cf. the procurement regulations § 16-10 (2). Fulfilment of relevant qualification requirements Documentation of the relevant qualification requirement for the organisation that the consultant will use. Where the consultant relies on the capacity of other entities to fulfil the requirements for economic and financial capacity, the Contracting Authority requires that they are joint and severally responsible for the execution of the contract, cf. the Procurement Regulations § 16-10 (4). Participation in communities and support from other entities: Several consultants can participate in the competition jointly. Together with the tender offer or enquiry to participate in the competition, a statement of the company form and the composition of the joint advisory cabinet shall then be enclosed. Each consultant in the group shall be a legally established company. The consultant group will be assessed together for the other qualification requirements. All consultants who participate in the community shall present requested documentation of the qualification requirements upon request. All consultants who participate in the group shall submit separate self-declarations (ESPD form), cf. the procurement regulations § 17-1(6).
