Sandefjord kommune hereby invites tenderers to an open tender contest for the detailed engineering design services for and construction of sheltered accommodation flats and respite care homes at Myreskauen in Sandefjord municipality. The sheltered accommodation shall contain 7 residential units for persons with reduced functional abilities, common areas and personnel base. The respite care residence shall contain 10 resident rooms and 4 training flats for persons with reduced functional abilities, common areas and personnel base. Both buildings shall be manned 24 hours a day. Both buildings shall be BREEAM certified for classification level Good. The contract requires fossile free construction sites.

Description of the requirement/documentation:
Tenderers are required to have sufficient financial ability to fulfil the contract. The contracting authority reserves the right to obtain further information that is deemed necessary to assess the tenderer's economic and financial position.
Documentation requirement:
1. Presentation of the company's Annual Financial Statements (last Annual Report to the Brønnøysund Register, including the auditor's report). The contracting authority reserves the right to also request provisional figures after the last annual report, as well as annual accounts for the previous two years if it is assessed that there is a need for it.
2. Recently established companies must submit a recent financial printout signed by the auditor.

Control Permission: For goods or services that are complicated, or that in exceptional cases shall be used for a particular purpose: Will the tenderer allow checks of the tenderer's production capacity or technical capacity and, where necessary, of the survey and research facilities that the tenderer has at its disposal and of quality control measures? The inspections shall be undertaken by the contracting authority or the contracting authority can leave it to a competent public body in the country where the tenderer is established.

Education and professional qualifications: The following education and professional qualifications are possessed by the tenderer and/or (depending on the requirements set in the notice or in the procurement documents) of the leading employees:
Minimum qualification requirements
The tenderer confirms that formal competence requirements for the roles of project manager (PL), site manager (AL), engineering design manager (PGL), BREEAM-NOR AP and have been taken care of. The minimum competence level for PL, AL, PGL and Breeam-AP roles is a Masters or Bachelor Degree within relevant disciplines.
For prolonged absences from persons stated in the tender, a deputy with equivalent (or better) competence shall be put in place. The replacement of personnel shall be approved by the contracting authority. If it turns out that one of the persons offered/stated in the tender, for various reasons does not function satisfactorily during the contract period, the Contracting Authority shall be able to replace this with another person with equivalent (or better) competence.
Documentation requirement: The requirement is to be documented in the template PV05 under the tab documents. Documentation of the certificates is only necessary upon request.

Portion of the contract to sub-suppliers.: The tenderer is considering to outsource the following part (as a percentage) of the contract to sub-suppliers. 1. Overview of the tenderer ́s composition with a statement of relevant disciplines for the Turnkey contractor and associated consultants.
2. An organisation chart showing the division of responsibility in the group; An overview of the number of employees, an account of the officer and back-up for each discipline.
3. Note regarding delivery ability and capacity (maximum one A4 page). The group must document that they have the capacity to take on the project in accordance with the sketched progress and account for the local presence during the execution of the project in cooperation with the builder and users.

Experience from equivalent assignments: Description of the requirement/documentation:
Tenderers shall have experience from equivalent contracts/assignments. Similarly, deliveries of the same complexity, size and competence requirements are understood as for this project. Emphasis is put on the fact that tenderers shall have experience from at least two BREEAM-NOR projects with a minimum certification level of "Good". Tenderers can document their experience by referring to competence of the personnel he has at his disposal and can use this assignment, even if the experience has been worked up while the personnel have served another service provider. Documentation requirement:
Tenderers shall enclose a list of the most important relevant deliveries during the last ten years, including information on the value, date and recipient (name of telephone and email). The stated references may be contacted if necessary. Use the attached template PV04 under the tab documents.
