The procurement is for a framework agreement for office supplies, school materials and copy paper. The municipality has associated contracts for the area art materials, toys and games, leasing coffee machines, kitchen equipment, as well as groceries. I.e. for some individual products, it may be overlapping which contract the contract is for. This depends, among other things, on what other types of products the orderers shall purchase. For example, products such as coffee, scissors, certain types of pens, coloured pencils etc. can be purchased in several places. In order for the contract to be flexible in use, it is also possible that for those who buy coffee on this agreement can also buy filters and cleaning agents. Hovedtrekk ved prosedyren:
Drammen municipality's ambitions in the green shift The limit has ambitions to become Norway's greenest municipality - a circular and climate robot low-emission society where it is natural to choose environmentally friendly. Measures shall be initiated for reduced consumption, increased reuse and recycling. The environmental impact shall be reduced by the use of environmentally labelled products, less waste and environmentally friendly goods delivery. The products included in this framework agreement are consumables that have an environmental impact in the form of, among other things, a lot of transport and waste. Drammen municipality would therefore like to cooperate with a tenderer who is concerned with reducing the climate and environmental impact of the procurement. The regional project - product logistics in the E18 West CorridorDramme municipality is a participant in the regional project - product logistics in the E18 West Corridor (VIV). The objective of the project is to test and develop innovative and sustainable solutions for the product logistics along the E18 West Corridor. The systems shall contribute to national climate targets being reached and reduced transport costs through better capacity utilisation, more use of ICT and the development of new logistics systems. The VIV project is a joint project between Asker, Bærum, Drammen and Oslo municipalities, as well as the Norwegian Public Roads Administration and Viken County. The contracting authority would like to work with the supplier to find solutions that reduce the number of goods transport in the municipality. Safeguarding human rights The contract obliges the chosen tenderer to, through the Openness Act, highlight their work with basic human rights. The chosen tenderer shall reply to a self-reporting form. Including contracts Through this competition, the contracting authority would like, in line with the UN ́s sustainability goal number 8 and the municipal plan ́s community part, to contribute to an inclusive working life. This is done by facilitating more of those who are out of work to get to work and get training and work training. This procurement include a contractual requirement that obligates the winning tenderer to assist in this work. The evaluation tender deadline is set before the summer as holidays are closed for both tenderers and the contracting authority. We would like to start evaluating and reviewing product samples immediately after holidays, in the month shift in July/August. Minimum qualification requirements Description of the requirement/documentation: Tenderers are required to be certified for environmental management, in the form of EMAS, ISO 14001 or Miljøfyrtårn. Other certificates issued by bodies in other EEA bodies can also be submitted, provided that the tenderer can document that these are equivalent to EMAS or ISO 14001.
