The Norwegian Parliament needs to enter into a new framework agreement with one tenderer for the purchase of professional audio equipment with the accompanying service and maintenance services. A site inspection will be held for potential tenderers Wednesday 28 February, 14.30-16. Meet at the reception in Prinsens gate 26. NB! The name of the participants must register in advance via the communication module in Mercell.

Minimum qualification requirements
Requirement: Tenderers shall have good financial position, including the financial capacity to carry out the assignment/contract. Tenderers are required to have the financial ability to fulfil the contract and be credit worthy (rating B or equivalent, i.e. credit worthy without security). Documentation: It is not necessary to enclose documentation on this. The contracting authority will check bisnode after the tender deadline.

Requirement: The tenderer shall have sufficiently good quality assurance routines. Documentation requirement: Description of the tenderer's management system/quality system. If a tenderer is certified in accordance with ISO 9001 or equivalent standards, it is satisfactory to submit a copy of a valid certificate. The requirement must be met by both the tenderer/tenderer and any cooperating companies.

Requirement: Tenderers shall have an environmental management measure suitable for the delivery's environmental objectives, environmental properties, complexity and risk. Documentation requirement: A brief description of the tenderer's environmental management measures. If a tenderer is certified in accordance with ISO 14001, EMAS or Miljøfyrtårn or equivalent, it is sufficient to enclose a valid certificate provided that the environmental management measures are covered by the certification scheme.

Only for public goods deliveries: Only for public goods deliveries: In the reference period, the tenderer has carried out the following important deliveries of the requested type, or the following important services of the requested type. The contracting authority can require up to three years experience and allow experience from the previous three years to be taken into consideration.
Minimum qualification requirements
Requirement: The tenderer shall have very good experience from equivalent deliveries. Equivalent means experience with engineering design, execution and delivery of audio equipment to public profiled buildings, with requirements for aesthetics, quality and reliability. Furthermore, the tenderer shall have experience with preventive maintenance of the above mentioned equipment.
Under this framework agreement, the Norwegian Parliament shall renew its speech installations and DSP installations for the Storting hall and lagtingssalen. In these halls there are strict requirements for aesthetics, craftsmanlike execution, dimensioning, feedback resistance, correct sound pressure and speech integrity in the places.
The halls will continue to be used under different settings and with altered furnishings.
Tenderers shall, therefore, alone or in cooperation with third parties, demonstrate that they have experience with deliveries in equivalently high profile premises where rendering speech is essential. Partnerships with third-party deliveries to this response will not necessarily be binding for the project implementation. This is because the premises are 2-3 years in the future can be changed.
Documentation: Two references (domestic or international) in the last three or five years for deliveries within the segment customer specific speech systems. The references shall include a short description with pictures, cost and contact information for the customer. Two references to other relevant goods and service deliveries are also required in the last three or five years.

Control Permission: For goods or services that are complicated, or that in exceptional cases shall be used for a particular purpose: Will the tenderer allow checks of the tenderer's production capacity or technical capacity and, where necessary, of the survey and research facilities that the tenderer has at its disposal and of quality control measures? The inspections shall be undertaken by the contracting authority or the contracting authority can leave it to a competent public body in the country where the tenderer is established.
