Minimum qualification requirements
Requirement: Tenderers must have the financial ability to fulfil the contract. Documentation: As documentation, the Contracting Authority will obtain the credit rating Commercial Delphi Score from Experian. Tenderers must be in risk class 5 or higher on the Experian scale. It is a prerequisite that the tenderer has known registered information about the company and consents by submitting the tender for the information to be collected and used as a basis for assessing the tenderer's financial conditions. If the tenderer is aware that the requirement for financial ability to fulfil the contract cannot be met through a credit rating as stated above, the tenderer must submit other documentation confirming/explaining that the financial ability is satisfactory to fulfil the contract. If the contracting authority ́s credit information about each company does not include a credit rating, or the tenderer does not comply with the credit rating requirement, the Contracting Authority may attempt to cover its documentation need in another way, either by assessing whether the financial ability is satisfactory based on the other information presented in the system from Experian or by collecting other documentation. Tenderers can be assessed separately in the case of mergers/acquisitions/new businesses.

Minimum qualification requirements
Requirement: A good and functioning quality assurance system is required for the services that shall be provided.
Documentation: Tenderers must be able to present a certificate for the company's quality system/management system issued by independent bodies that confirms the tenderer fulfils recognised quality assurance standards (ISO 9001:2015 or equivalent).
The contracting authority will also accept other documentation, not issued by an independent body, which shows that the tenderer has a well functioning system for ensuring quality customised to the nature and scope of the assignment. As a minimum, a general description of the system ́s content, including an overview of inspection plans and check-lists that are relevant for the assignment, must be submitted.

Only for building and construction works:: Only for public building and construction works: During the reference period the tenderer has carried out the following work of the requested type. The contracting authority can require up to five years experience and allow experience from the previous five years to be taken into consideration.
Minimum qualification requirements
1. Tenderers shall have experience from three reference projects as a turnkey contractor within land based construction activities.
2. The three reference projects shall be completed and handed over to the contracting authority after 01.01.2015. Projects under construction will be qualified, given that they are in the final phase and shall be survived by 01.07.2025.
3. Documentation requirement: Template "0.3 Reference projects contracts fill in form - qualification requirements" shall be completed. Tenderers shall describe three reference projects.
4. In one of the three assignments, the tenderer must have been a turnkey contractor in a construction project with a contract value of NOK 300 million excluding VAT or higher. There are not specific requirements as to what type of building this is.
5. In one of three assignments, the tenderer must have been a turnkey contractor for a construction project that includes comparable challenges as for the New Stavanger Emergency Doctor Surgery in the new health building at Ullandhaug, in particular as regards function and logistics. Examples of equivalent buildings are hospitals, emergency doctor surgeries, nursing homes and multi-functional health buildings. The construction project shall, as a minimum, be 5,000 m2 gross or higher. There are no special requirements regarding the contract value for this assignment.
6. In one of three assignments, the tenderer must have been a turnkey contractor in a construction project with a gross area of 5,000 m2 or higher. There are no special requirements regarding the contract value and the type of building for this assignment.
7. The contracting authority reserves the right to contact the references in order to verify the tenderer ́s information.
