Sykehusinnkjøp HF is carrying out, on behalf of Helse Nord RHF, Helse Sør-Øst RHF and Helse Midt-Norge RHF, a procurement within architect and consulting engineering services. The aim of the procurement is to ensure that the named regional health authorities get access to consultants with the right competence, at the right price and when the needs are present. The framework agreements shall cover a periodical capacity deficit and to some degree lack of competence in the companies. The procurement is divided into 13 lots and 135 sub-contracts, with relevant tenderers submitting tenders for one, several or all sub-contracts. See the competition terms for further information. Portion of the contract to sub-suppliers.: The tenderer is considering to outsource the following part (as a percentage) of the contract to sub-suppliers. The tenderer's experience: See point 5.4.1 in the competition provisions. Qualification requirement: Tenderers shall have sufficient experience from equivalent assignments. Tenderers are required to have good experience from hospital projects, laboratory buildings or relevant assignments of similar complexity. The Contracting Authority will assess the Tenderer's experience from the following points: • Volume/value of previous deliveries • The size of the recipient of previous deliveries, hereunder to which degree the recipient is of comparable size and complexity to that of the health company(s) the tender. The tenderer's experience will be assessed against the volume/value of the part of the procurement that the tenderer has submitted a tender for, as well as the size of the sub-contracts included in the tender. Documentation requirement: Tenderers shall complete the annex - "Experience Response Form" for each sub-contract a tender is submitted for, on the 3 most important and relevant deliveries in the last 5 years, including their extent number of hours, value, date and the contracting authority or recipient. The deliveries must be completed within the last 5 years from the tender deadline. The contracting authority would also like to get information on whether the assignment/project ́s aim was achieved and why the tenderer believes the experience would be relevant for the Contracting Authority. Minimum qualification requirements

The tenderer's ability and capacity (except sub-contract A2.8 and A3.8 OUS HF): See point 5.4.2 in the competition provisions. Qualification requirement: Tenderers shall have sufficient ability and capacity to fulfil the contractual obligations. Tenderers shall have sufficient capacity to operate the Contracting Authority in a good enough way throughout the entire contract period. Tenderers shall enclose the following: • Overview of the tenderer ́s total manpower distributed per sub-tender, fill in the annex 'Response Form Overview of the Tenderer's Manpower per sub-tender'. A minimum of two (2) qualified consultants must be stated per sub-contract. • Ownership structure/organisation chart An overview of any sub-suppliers and how they are placed.
