Karmøy municipality (the contracting authority) would like tenders for a framework agreement for consultancy services within: - Organisation Development - Management Development The aim of the procurement is to enter into a framework agreement with a tenderer for consultancy services in consultancy services and project support connected to the development of the organisation and for the execution of management development in Karmøy municipality. We would like to use the framework agreement to connect with competence and capacity that can assist us in the mentioned areas, as well as assistance with project management and project implementation of needs that may arise during the contract period.

Hovedtrekk ved prosedyren:

We would like to enter into a framework agreement with a collaboration partner who can support us with different types of management development and project support connected to organisation development. Tenderers must be able to contribute with consultancy, capacity and competence supply, or participate in defined projects both as project participants and as project managers. The framework agreement will be valid for 2 years, plus 1+1 year in option. Based on the consumption in recent years, the estimated value over a four year period is between NOK 4 million to NOK 6 million. This is an estimate and is not binding in any way for the contracting authority.

… quality assurance standards.: Can tenderers submit certificates issued by independent bodies that document that the tenderer fulfils the stated quality assurance standards, including universal design requirements?

… environmental management standards.: Is the tenderer able to submit certificates issued by independent bodies as documentation that the tenderer fulfils the stated environmental management systems or standards? Minimum qualification requirements Description of the requirement/documentation: The contracting authority requires suppliers who are certified from independent third parties that confirm that the tenderer has procedures and systems that ensure that the execution of the delivery has a low environmental impact. Documentation requirement: Tenderers shall submit certificates from independent bodies that document an established and satisfactory environmental management system. Documentation is required that the tenderer is either environmentally certified in accordance with valid ISO 14001, is Eco-Lighthouse, is certified by EMAS, or are certified by equivalent third parties. If a company does not have such certificates, other documentation of the company's environmental management system must be submitted. In such cases as a minimum the following shall be submitted: * the system ́s name and detailed table of contents. * General description of the contents of the system, including an overview of control plans and check-lists that are relevant for this contract. * an organisation chart showing the conditions of responsibility in the environmental management system. * description of routines for internal control and deviation management (work with corrective and preventive measures). * A description of how the system will be used in order to reduce the environmental impact of this contract. All received or obtained documentation will form the basis for an overall assessment of whether the qualification requirement is fulfilled.
