Kristiansund kommune

Kristiansund municipality shall, on behalf of Averøy, Hustadvika, Smøla-, Sunndal-, Surnadal-, Tingvoll-, Molde-, Rauma-, Aukra- and Kristiansund municipalities, enter into a contract with 8-10 tenderers for the delivery of temporary staff in the health sector. Hovedtrekk ved prosedyren:
Kristiansund municipality shall, on behalf of Kristiansund, Molde, Rauma,Aukra-, Averøy, Smøla-, Sunndal,- Surnadal,- Tingvoll and Hustadvika municipalities, enter into a framework agreement for temporary staff services. Molde municipality currently consists of old Molde municipality as well as Nesset and Midsund municipalities. Hustadvika consists of old Hustadvika as well as Eide and Fræna municipalities. The agreement will mainly apply to the procurement of temporary staff for nurses, but also nurses, special nurses, mental health nurses and any medical students, who can perform a nurse ́s assignment. We would like the delivery to be carried out with 8-10 tenderers, provided that there are 8-10 suitable tenderers and tenders. Each municipality will, on its own behalf, sign a contract with relevant tenderers, apart from Molde municipality, c/o ROR-innkjøp, who will sign on behalf of Molde, Rauma and Aukra municipalities.

4.3. The tenderer ́s economic and financial capacity.: Tenderers must have sufficient economic and financial capacity to be able to fulfil the contract. Creditworthiness with no requirement for collateral will be sufficient to meet the requirement. Documentation requirement: Credit rating based on the most recent known accounting figures. The rating shall be carried out by a credit rating company with licence to conduct this service. The contracting authority reserves the right to obtain further credit ratings or other financial information that, but not limited to, annual financial statements including notes, the board ́s annual accounts and audit statements. Certificates issued by independent bodies for
quality assurance standards.: Can tenderers submit certificates issued by independent bodies that document that the tenderer fulfils the stated quality assurance standards, including universal design requirements?
environmental management standards.: Is the tenderer able to submit certificates issued by independent bodies as documentation that the tenderer fulfils the stated environmental management systems or standards?
4.5. The tenderer ́s quality assurance and environmental management system.: Tenderers shall be certified with ISO 9001, if the tenderer has an equivalent scheme, this shall be stated. Documentation requirement: Certification certificate for ISO 9001 shall be enclosed. If a tenderer has an equivalent certification scheme, information must be given on whether and documentation shall be enclosed. Documentation shall, as a minimum, describe a system that ensures: Quality of the services that are provided. Audit schemes connected to handling deviations, housing conditions, working hours regulations, authorisations as well as routines for continual improvements. Tenderers shall have a well-functioning environmental management system. Documentation requirement: Documentation that shows certification in accordance with ISO 14001, Miljøfyrtårn or similar shall be enclosed with the tender. 4.1. 4.4. The tenderer ́s technical and professional qualifications.: The tenderer shall have sufficient capacity to be able to fulfil the contract. Tenderers shall last year (from 1 June). 2022-1 June 2023), having delivered a total of 25,000 temporary staff hours for health work. Documentation requirement: Minimum 20,000 of the delivered temporary staff hours within health work shall be delivered in the form of nursing lessons. All 25,000 hours delivered shall be confirmed by the auditor. The confirmation shall be enclosed. Tenderers shall have experience from comparable contracts. Documentation requirement: A reference list shall be enclosed from the tenderer ́s minimum of three most relevant assignments in the last 3 years. The description must include a statement of the assignment ́s value, number of hours delivered, the date of the contract and the recipient (name, telephone number and e-mail address).
