Stavanger municipality invites tenderers to an open tender contest for a framework agreement for joinery services and accompanying materials. Further information on the contracting authority can be found at www.stavanger.kommune.no.The framework agreement includes operation and maintenance work on existing buildings, as well as minor investment projects. The agreement is divided into two geographical zones: Zone 1: Stavanger Zone 2: Rennesøy and the "municipal part" Finnøy Suppliers are invited to submit tenders for one of the zones, either Zone 1 or Zone 2. Documentation: As documentation, the Contracting Authority will obtain the credit rating Commercial Delphi Score from Experian (the contracting authority subscribes to services from Experian). Tenderers must be in risk class 4 or higher on the Experian scale. … quality assurance standards.: Can tenderers submit certificates issued by independent bodies that document that the tenderer fulfils the stated quality assurance standards, including universal design requirements? Minimum qualification requirements Description of the requirement/documentation: A good and functioning quality system is required for the services that shall be provided. Documentation: Tenderers must be able to present a certificate for the company's quality system/management system issued by independent bodies that confirms the tenderer fulfils recognised quality assurance standards (ISO 9001:2015 or equivalent). The contracting authority will also accept other documentation that shows that the tenderer has a well functioning system for ensuring quality customised to the nature and scope of the assignment. As a minimum, a general description of the system ́s content, including an overview of inspection plans and check-lists that are relevant for the assignment, must be submitted.

Only for building and construction works:: Only for public building and construction works: During the reference period the tenderer has carried out the following work of the requested type. The contracting authority can require up to five years experience and allow experience from the previous five years to be taken into consideration. Minimum qualification requirements Tenderers shall have the necessary competence and capacity to fulfil the contractual requirements as described in the tender documentation. Experience requirement: For zone 1, the tenderer must provide 3 relevant reference assignments from the last six years, and for zone 2, 2 relevant reference assignments from the last four years must be given. Relevant assignments means joinery work of the same extent and complexity as described in the tender documentation, including work in development class 2 which includes work on municipal buildings and residences. Documentation of excellent implementation ability is required. Documentation proof: Tenderers shall upon request, present a list of the most important deliveries or services performed in accordance with the requirements for the reference assignments. This list shall as a minimum contain: - Short description of the assignment - Size or value of the deliveries - Date (contract period) - Name of the customers and a short description of them. Contact information for relevant customers from the list must be presented on request. Capacity and implementation ability requirement: Tenderers shall have sufficient capacity and implementation ability to fulfil the contract as described in the tender documentation, within carpentry. Documentation: Tenderers shall document available resources by providing an overview of the number of skilled, unskilled and apprentices in the carpentry trade. In addition tenderers shall state how many of these resources can be available for assignments under this framework agreement.

Education and professional qualifications: The following education and professional qualifications are possessed by the tenderer and/or (depending on the requirements set in the notice or in the procurement documents) of the leading employees: Minimum qualification requirements Tenderers shall have the necessary competence to fulfil the contractual requirements as described in the tender documentation. Competence requirement for project manager in zone 1: The offered project manager shall, as a minimum, have completed vocational education within the relevant discipline. This includes either a vocational education in project management or building and construction engineering. The education must be certified in accordance with the national requirements for vocational education and give the project manager the necessary professional competence to manage construction projects. Experience requirement for project manager in zone 1: The offered project manager must have relevant practical experience from the building and construction industry, including a minimum of 3 years documented experience with project work and management. Competence requirements for bas in zones 1 and 2: The offered tenderer (two for zone 1 and one for zone 2) shall have a certificate of apprenticeship as a carpenter and a minimum of 5 years experience. Documentation: Tenderers must be able to present an overview that documents fulfilment of the requirements for the offered personnel.

Environmental management measures: Tenderers can employ the following environmental management measures in connection with the execution of the contract: Minimum qualification requirements Description of requirements/documentation: Requirement: Tenderers shall have an environmental management system to ensure that the tenderer is suitable to meet the environmental requirements set in the tender documentation and the contract terms. Documentation: Tenderers shall, upon request, present a short account, a maximum of one (1) A4 page, stating the tenderer's stated environmental goals, environmental work status in their own business and planned measures, of relevance to this contract.
