Hovedtrekk ved prosedyren:
The procurement will be in accordance with the Law on Public Procurements and the Public Procurement Regulations, part III.[VV1]Contract will be in accordance with NS 8405 Norwegian building and construction contract, as well as the Contracting Authority's Special Contract Terms for NS 8405. Stavanger municipality ́s seriousness provisions, requirements and conditions for climate and environment for construction sites and construction areas[VV2] will also be used for this contract. Stavanger Utvikling is responsible for the development of the main infrastructure and facilitation for the transformation of Jåttåvågen 2 development area. The development will be regulated by the area plan for Jåttåvågen 2 (Plan no. 2376). In order to facilitate the planned development and development of the area, Stavanger Utvikling has ordered several projects via Stavanger municipality, City Environment and Development (BMU), Construction Projects.In addition, Stavanger municipality BMU v/VAR is the orderer of various water and sewage installations. The project is called Jåttåvågen 2 – Sewage Hinna. This project is divided into several stages. Stages 1 up to and including 4. Stage 1 (water and sewage installations) and stage 4 (new pumping station) will be completed round summer 2024.In addition to the establishment of the Water and Sewage, an access road with a foot/cycle path and discounts (V1) north along the railway shall be constructed. A flood path shall be established. Road lighting shall be set up. Cables for Lnett and fibre shall be taken with. The execution of this project starts early in spring 2025 and shall be completed in autumn 2026.The contracting authority points out that the progress in terms of excavation at and on the railway in the period Easter 2026 [VV3] is unalterable, as there are planned train stoppages in this period. The contractor must reckon on planning their own work that the area by the railway is available for their work from xxxxx-cathrine. This must involve construction work outside ordinary working hours. Tenderers must, therefore, within the limits of the Working Environment Act and the Act on holiday peace, plan the work so that the deadline is held. The project shall follow the progress plan with different open air deadlines in accordance with information written in this competition. Only for building and construction works:: Only for public building and construction works: During the reference period the tenderer has carried out the following work of the requested type. The contracting authority can require up to five years experience and allow experience from the previous five years to be taken into consideration. Minimum qualification requirements Requirement: The tenderer shall have sufficient experience from equivalent assignments. By equivalent assignments we mean assignments of equivalent complexity, nature, scope and value as requested in this competition. Equivalent complexity, nature, means that the contractor shall have carried out deliveries involving both the establishment of water, sewage, roads, green areas, cables and experience with excavation at and on the railway. Equivalent value is deliveries with a total sum of at least NOK 50 million. The requirement will be seen as fulfilled if the tenderer can refer to three equivalent reference projects during the last five years, documenting experience with the above mentioned disciplines (water, sewage, roads, green areas, cables and experience with excavation at and on the railway). All disciplines do not need to be executed in the same delivery. Documentation requirement: The contracting authority has prepared a form that the tenderer shall use to respond to this qualification requirement. See annex 1.3 . The qualification requirement relates to the tendering company as such, not to individual persons ́pers experience. Education and professional qualifications: The following education and professional qualifications are possessed by the tenderer and/or (depending on the requirements set in the notice or in the procurement documents) of the leading employees: Minimum qualification requirements Requirement: The offered key personnel shall, as a minimum, have good competence for the execution of the contract. Key personnel means project manager and site manager/construction site manager. The project manager shall, as a minimum, be an engineer (BSc) within the relevant discipline as well as at least ten years experience from the building and construction industry. At least 5 years of these years must be able to be related to project management within equivalent projects. The site manager/construction site manager shall as a minimum have technical vocational college within the relevant discipline as well as at least ten years experience from the building and construction industry. At least 5 years of these years must be able to be related to site management/construction site management within equivalent projects. Middle management school or facility manager school will also be seen as relevant education on equal terms with technical vocational college. Equivalent projects means projects that involve water, sewage and roads that involve construction in challenging terrain with sheet piling works, deep ditches, the establishment of large pipelines (D>1200 mm), handling surface water, road works and traffic changes. Documentation: Tenderers shall present an overview of key roles for the assignment. Individual CVs shall be enclosed for each offered key personnel. Minimum 3 relevant reference projects from the last 5 years must be given, in which the offered personnel have had an equivalent role. It is not necessary to provide information on other concrete persons in the project organisation, and only one concrete person shall be offered in each of the roles. The contracting authority has prepared a form that the tenderer shall use to reply to this qualification requirement. See annex 1.4.
