Kort beskrivelse

The objective of the procurement is to establish framework agreements for the delivery of hygiene products, infection protection products for Helse Nord RHF, Helse Midt-Norway RHF, Helse Sør-Øst RHF, Helse Vest RHF and Forsvarsmateriell by the Norwegian Defence Logistics Organisation (FLO). Framework agreements shall be signed for the procurement of respirators protection, gauze masks, infection and groomer coats, eye protection, plastic aprons, arm protectors, shoe covers and long gloves with extra protection. The value of the entire procurement is estimated to be around NOK 31 million per annum. The maximum value in the contract period is set at NOK 140 million for the product area.

Tenderers shall have sufficient economic and financial solidity to fulfil the contractual obligations. Tenderers are required to have positive equity.

Environmental management: Tenderers shall be third-party certified for environmental management, in the form of EMAS, ISO 14001, Miljøfyrtårn (Eco-Lighthouse), or equivalent environmental management standards. If the tenderer does not have the possibility of certification by the tender deadline, and this is not due to the tenderer himself, the tenderer is required to have equivalent environmental management measures.

Documentation requirement: Documentation: Licence number for EMAS, ISO 14001 or Miljøfyrtårn, or equivalent documentation issued by independent bodies. The certification shall be valid at the start of the agreement and for the entire contract period. If the tenderer shall be re-certified during the contract period, a new valid certificate shall be sent to Sykehusinnkjøp HF as soon as it is ready and without request. The contracting authority will also accept documentation that the tenderer ́s measures correspond to the requested environmental management standards.

Ethical trade: Tenderers shall actively work to ensure that the production takes place under ethical conditions. Tenderers are required to have an established quality assurance system for ethical trade, which shall ensure that the tenderer is suitable for fulfilment of the contractual obligations for ethical trade. This means that the tenderer has methods of quality assurance, which describe how the company works to comply with ethical trade in operations and in the supply chain.

The contracting authority can require up to three years experience and allow experience from the previous three years to be taken into consideration.

Tenderers shall have sufficient ability and capacity to be able to fulfil the contractual obligations. Tenderers shall have previously delivered products within the same product area to public or private recipients. Tenderers shall have good personnel with good product knowledge for the offered products. The contracting authority will assess the tenderer's experience with deliveries of the performance the competition comprises in regard to: An overview of the most important goods deliveries that the tenderer has carried out in the last three years, together with information on the contracts ́ value, date of delivery or execution, and the name of the recipient as well as a short description of the technical personnel and units.
