KS is the municipalities' interest organisation, development partner and the country's largest public employer organisation. KS is working to ensure that members have the greatest possible scope of action, within the limits set by law. This means, in practice, i.a. working for minor government management of municipalities and counties. The purpose of this announcement is to understand more about what arguments the legislature uses when choosing between different means to govern the municipalities. KS would also like to gain more knowledge about how governance through legislation turns out. KS would like tenders for a three-part R&D project: Part I - Professional arguments for and against the use of legislation as a means in part I of the project, a more detailed presentation of professional arguments for and against the use of legislation as a means of management and the basis for them shall be given. Furthermore, a presentation shall be given of how the state currently works to assess professional arguments against the legislation aimed at the municipal sector. A presentation shall be given, hereunder, which procedures and procedures are followed in order to assess professional arguments for and against the use of legislation as a means of action. Experience from other countries/legal systems on which procedures apply to assessing professional arguments against the use of legislation as a management instrument shall be described. Part II - How effective is the use of legislation? Further analyses shall be given in part II of how effective and target orientated use of law as a management tool oriented to the municipal sector is for achieving national political aims. Further empirical surveys shall be carried out for some areas in the municipal sector, where legislation has been used in recent times. Part III - Professional recommendation Part III of the project shall examine which alternative and supplementary procedures and mechanisms can be used to assess professional arguments against legislation as a management instrument. A proposal is also wanted for how a law council can be designed.
