The Child Protection Service is obliged, in accordance with the Child Protection Act § 3-1, on certain terms, to implement "relief measures" for children and family. Kristiansand municipality, pursuant to the Child Protection Act § 15-7, would like to enter into a contract with private service providers for assistance in this work. The contracting authority needs to enter into parallel framework agreements with up to 5 tenderers per sub-contract in order to offer home based services for individual families, children or youths. The procurement shall cover the contracting authority ́s need for the cases where the municipalities themselves do not have the capacity. Call-offs will be made on the basis of fixed terms without a new competition being held. The distribution of contracts between the tenderers shall be made according to the following mechanism: The person who has won the competition will have the 1st priority to deliver. The contracting authority needs to enter into parallel framework agreements with up to 5 tenderers for sub-contract 3 in order to offer home based services for individual families, children or youths. The procurement shall cover the contracting authority ́s need for the cases where the municipalities themselves do not have the capacity. It is noted that the Child Protection Service, pursuant to the Child Protection Act § 1-9, is obliged to facilitate for the involvement of the children's family and network. This means that the Child Protection Service will first and foremost attempt to get the needs that sub-contract 3 covers covered from the relevant children's families and networks. Sub-contract 3 is intended for those cases where compensatory measures on an hourly basis must be covered outside the relevant children's families and networks, and when the municipalities themselves do not have the capacity. As a result, large consumption of the agreement cannot be expected. Call-offs will be made on the basis of fixed terms without a new competition being held. The distribution of contracts between the tenderers shall be made according to the following mechanism: The person who has won the competition will have the 1st priority to deliver. The procurement shall be made in accordance with the Public Procurement Act dated 17 June 2016 (LOA) and the public procurement regulations dated 12 August 2016 (FOA) parts I and part IV. All costs in connection with the procurement process shall be entirely covered by the tenderer. The contracting authority plans to award a contract without having a dialogue with tenderers beyond making the necessary corrections/clarifications. Dialogue through negotiations can, however, be carried out if the contracting authority, after the tenders have been received, considers it appropriate. The selection will, in such cases, be made after an assessment based on the award criteria.
