Tenderers shall have sufficient economic and financial solidity to fulfil the contractual obligations.

Tenderers are required to have economic and financial solidity, which gives the contracting authority security that the tenderer will be able to fulfil the contractual obligations. Tenderers shall have had positive equity in the last two years and must present documentation that the tenderer is credit worthy without security.

Documentation requirement:
The Contracting Authority will evaluate the Tenderer's fulfilment of the qualification requirements in the following manner:
• Tenderers shall, by documentation from a credit information company with licence to conduct this service, document that the tenderer is "credit worthy without security". The contracting authority reserves the right to verify documentation by carrying out their own credit rating. The credit report shall be based on the last known accounting figures, not older than 6 months calculated from the tender submission date.

… quality assurance standards.: Can tenderers submit certificates issued by independent bodies that document that the tenderer fulfils the stated quality assurance standards, including universal design requirements?

Minimum qualification requirements Qualification requirement: Tenderers shall have a third-party certified environmental management system. Documentation requirement: Tenderers shall present a certificate from an independent body that confirms that the tenderer ́s environmental management system is certified. The certificate shall show that the environmental management system is based on relevant European or international standards, for example ISO14001, EMAS, Miljøfyrtårn . The contracting authority will also accept certificates issued by bodies in other EEA countries. The contracting authority will accept other documentation for equivalent environmental management measures if the tenderer is unable to obtain such certificates by the deadline, and this is not due to the tenderer himself. It is a prerequisite that the tenderer documents that these measures are equivalent to the requested environmental management systems or standards. See the tender provisions point 5.5 for further details.

Services only: Only for services: In the reference period, the tenderer has carried out the following important goods deliveries of the requested type, or the following important services of the requested type. The contracting authority can require up to three years experience and allow experience from the previous three years to be taken into consideration. Minimum qualification requirements Qualification requirement: The tenderer's experience Tenderers are required to have sufficient experience in the procurement area a tender is submitted for. The contracting authority will assess the tenderer's experience with delivery of the performance the competition comprises in regard to: • Volume/value/length of previous services. • The size of the recipient of previous deliveries, hereunder to which degree the recipient is of comparable size and complexity to the regional health authorities. Documentation requirement: Tenderers shall state in annex 7 "Response Form technical and professional qualifications", stating the 3 most important relevant deliveries in the last 5 years. A tenderer can rely on other organisations to fulfil this qualification requirement. This applies regardless of the legal connection between the tenderer and the company/enterprises. If a tenderer would like to rely on other companies' experience, documentation must be enclosed from both the tenderer and other companies in accordance with the Documentation Requirement tenderer ́s experience. Furthermore, annex 8 commitment statement must be filled in and enclosed with the tender. See the tender provisions point 5.4 for further details.

Technical personnel or technical units: Tenderers can use the following technical personnel or technical units , particularly those who are responsible for quality control: For technical personnel or technical units that do not directly belong to the tenderer ́s business, but if the capacity the tenderer will use, cf. part II, section C, separate ESPD forms shall be supplemented.
