Kort beskrivelse

The project comprises the establishment of two shared housing areas (yard 1 and 2) for mentally handicapped persons with challenging behaviour. The property, previously The Old Grotting school, has been chosen for hiking possibilities and there will also be screening if needed. Each shared housing facility shall contain 6 residential units and one service base. Tun 1 consists of a new building in combination with alterations to the oldest school building from 1952. Tun 2 will be established as a new building. The existing gym hall is currently used by the community for recreation. A decision has therefore been made that a public playground shall be established. These works shall be executed under the same contract as the shared housing estate, and The 19th-form Of-The-Group Of Trades is the generic term for the entire project. The Community and Grendahuset shall be operated by two separate departments in the municipality, the Agency for Housing Management (EBF) and the Agency for Buildings and Property (EBE). The building types have different user groups and shall be built according to different requirement specifications, there are, thus, two separate function descriptions have been prepared.

Minimum qualification requirements
The company must have sufficient economic and financial capacity to implement the assignment. When assessing what is seen as sufficient economic and financial capacity for each assignment, emphasis will be put on the assignment ́s values, benefits, risks and duration. All the received and any obtained information will form the basis for an overall assessment of whether the qualification requirement is fulfilled.  

Documentation requirement for Norwegian companies: The contracting authority will check the company ́s financial situation itself from DFØ's eBevis and Proff Forvalt (https://forvalt.no/). (companies that have delivered accounts to the Brønnøysund Register Centre are registered through Proff Forvalt)

Foreign companies: The company ́s last two auditor approved annual accounts.

If information in the above sources is not correct or supplementary information is needed to highlight the company's economic and financial situation, this can be provided. 

If one company will use the capacity of other companies to fulfil the requirements for economic and financial capacity, the contracting authority requires that they are joint and severally responsible for the execution of the contract.

Certificates issued by independent bodies for quality assurance standards.: Can tenderers submit certificates issued by independent bodies that document that the tenderer fulfils the stated quality assurance standards, including universal design requirements?
Minimum qualification requirements
The contracting authority requires that all tenderers have implemented a quality management system that is satisfactory to ensure the quality of execution in this contract.

Documentation requirement: Description of the company ́s implemented quality management system. A certificate shall be enclosed for the company's quality management system, which verifies that the company fulfils certain quality management standards, for example ISO 9001:2015. If a company does not have such a certificate, other valid documentation of the company's quality management system must be submitted. In such cases as a minimum the following shall be provided:

* a general description of the contents of the system, the name of the system, as well as a concrete description of how the system will be used to ensure the quality of this contract.
* an overview of the content and structure of the system, e.g. chapter division that shows an overview of control plans and/or check-lists that are relevant for this contract.
* An organisation chart showing the responsibilities in the quality management system, including routines and plans for internal control (regular review) of the system and who is participating in these reviews.
* description of routines for handling deviations (work on preventive and corrective measures)

All received or obtained documentation will form the basis for an overall assessment of whether the qualification requirement is fulfilled.

Registered in a trade register: Tenderers are registered in a professional register in the member state in which the tenderer is established. As described in annex XI of directive 2014/24/EU; suppliers from certain member states may have to fulfil other requirements in the mentioned annex.

Minimum qualification requirements
The company shall be legally registered. Documentation requirement: It is not necessary to enclose documentation for companies that are registered in the Norwegian Register of Business Enterprises and the VAT register. The contracting authority will check the organisation number in the company ́s Mercell profile. Please note that it is the organisation number that is in the company ́s profile for this competition in Mercell that is checked. For companies that are not registered in the above mentioned register, tenderers must present a certificate or confirmation (equivalent company registration certificate) of registration in a trade or business register as prescribed by the law of the country where the company is established. Such a certificate shall not be issued more than six months before the tender deadline.

Only for building and construction works:: Only for public building and construction works: During the reference period the tenderer has carried out the following work of the requested type. The contracting authority can require up to five years experience and allow experience from the previous five years to be taken into consideration.
Minimum qualification requirements
The company shall have experience from relevant assignments. Relevant assignments are defined as assignments of the same complexity and extent. The company must have experience from a renovation project as a turnkey contractor.
Documentation requirement: The company ́s relevant assignments from the last ten years, listed in the reference list template. The chosen tenderer will be sent a reference list template to document fulfilment of the qualification requirement. In cases where the company does not have the necessary qualifications, but relies on other suppliers to be qualified, equivalent documentation must be presented for them.
