The tenderer has sufficient financial capacity to execute the contract. Documentation: • Presentation of the company's Annual Financial Statements (last annual report to the Brønnøysund Register Centre, including the auditor's report). The contracting authority reserves the right to also request provisional figures after the last annual report, as well as annual accounts for the previous two years if it is assessed that there is a need for it.

Minimum qualification requirements
Tenderers shall have a good and well-functioning system for quality management/quality assurance for their activities and the services that shall be provided. The concept of quality management is that i.a. the tenderer has a awareness of quality objectives, planning, securing, handling of deviations and quality improvement.
An account shall be given of and documented for the tenderer ́s system.
Documentation of fulfilled requirements can be undertaken when presenting one or several of the points:
- The tenderer describes the company's routines for quality assurance, with emphasis on quality resuscitation, resource management responsibility and continuous analysis and improvement.
- If a tenderer has one or more ISO certifications in the ISO 9000 series or equivalent, this must be described and presented with documentation.
- Documentation shall also be presented if the tenderer does not have the actual certification, but where the company is controlled in accordance with the ISO 9000 series or equivalent.

Minimum qualification requirements
The tenderer (company/company) shall have a good and well-functioning system for environmental management/environmental focus for their business and the services that will be provided. Systems and procedures are required that ensure low environmental impact when performing the delivery.
Documentation: An account shall be enclosed here of and documented in the tenderer ́s system. The environmental management system shall i.a. ensure continual improvement of the organisation ́s competence in the environment and safety.
Documentation of fulfilled requirements can be undertaken when presenting one or several of the following points:
- The tenderer describes the company's procedures for environmental management system, with emphasis on environmental impact.
- If a tenderer has one or more ISO certifications in the ISO 14000 series or equivalent, this shall be described and presented as documentation. Equivalent certifications can be Miljøfyrtårn, EMAS etc.
- Documentation shall also be presented if the tenderer does not have the actual certification, but where the company is controlled in accordance with the ISO 14000 series or equivalent.

Minimum qualification requirements
Tenderers shall have experience from equivalent contracts/assignments (as well as implementation ability, scope, value and complexity). Documentation: Tenderers shall provide a list of the most important relevant
deliveries in the last three years, including a description of the assignment (what they were on), information on the contracting authority, value, date and the contracting authority ́s gender neutral preferred (name, telephone number and email). The contracting authority will also be able to emphasise their own experiences with the tenderer. References must be contactable if necessary. It is the tenderer ́s responsibility to document fulfilment of the qualification requirement through their description.
Personal competence/experience can be used as experience for newly established companies.

Good implementation ability and capacity is required, including that:
The tenderer must have sufficient personnel and machinery/equipment to solve the assignment.
Documentation that the set requirements are met:
A description of the manpower (including competence and experience) and machinery/equipment that the tenderer can use for fulfilment of the contract.
As regards manpower, a minimum of 1 person at the tenderer shall have a certificate of apprenticeship as site gardener.
In regards to machines/equipment, tenderers must document, as a minimum, that they have the necessary qualifications (certificate/competence) to handle the following types of relevant machines/equipment: excavator 8 - 12 tons, mini excavator, tractor with loader and trailer, lorry/tipping vehicle, lorry with crane, compression equipment, cutting equipment and earthworking equipment.
