OsloMet aims to establish one or more framework agreements for delivery of books/publications to The University Library. The framework agreement does not include e-books. The procurement is divided into two segments (lots): • Norwegian and Nordic books and publications • Non-Nordic books and publications Suppliers may submit tenders on parts or the whole scope of the acquisition.

The aim of reducing the total climate footprint and environmental impact will be achieved in this competition by setting strict climate and environmental requirements in the requirement specifications, cf. the Public Procurement Regulations § 7-9 (4). The most important environmental impacts in this procurement are transport and packaging. Transport The goods transport market has a high share of electric vehicles (all-electric), biogas and hydrogen. I.e. the effect of placing a requirement on 30 percent weighting for transport in this competition is small. We therefore consider that it is more efficient to set strict minimum requirements for transport in the requirement specifications. Setting high minimum requirements for electricity (all-electric), biogas and hydrogen will be the only way to ensure that climate and environmental considerations are achieved. We therefore consider that it is clearly better to set minimum requirements in the requirement specifications in this procurement. The contracting authority will, however, weight transport by 10 percent (additional fulfilment). Packaging Regarding packaging for books, e.g. that plastic used should not contain polymers and that the plastic should be recycled in the current recycling systems, the Contracting Authority believes that this will be clearly better to set the minimum requirements in the requirement specifications. Setting the minimum packaging requirements will be the only way to ensure that climate and environmental considerations for packaging are achieved. After this, we deem that the conditions in the Public Procurement Regulations § 7-9 (4) first period are fulfilled.

The supplier shall have sufficient financial strength to be able to fulfil the contract.: 1. A solvency assessment/credit assessment from a publicly approved credit assessment Company. The credit assessment must be based on the latest known accounting figures. 2. The assessment must state creditworthiness, i.e. Dun & Bradstreet rating equivalent from another recognised credit rating company. • The result must appear from documentation as a graded value (letter or number, etc.) against a defined scale. • Suppliers with a rating worse than "creditworthiness" will be rejected. 9 3. The Customer reserves the right to obtain additional credit ratings or other financial information such as, but not limited to, annual accounts including notes, the board's annual reports, and audit reports.

The Supplier shall have sufficient experience in similar contracts to the academic sector in the offered segment(s). If the tender covers both segments, the documentation must cover both segments.: An overview of relevant contracts over the last 5 years. The overview must be relevant to the segment(s) covered in the tender. The list shall as a minimum contain: • a brief description of deliverables • work (topic, role, scope, status of application (granted/ rated / rejected) • Date and duration of the contract • Contract value Contracting authority (organisation/firm location, and gender neutral preferred).
