Oslo kommune v/ Bymiljøetaten

It is important for the operational apparatus in the Agency for Urban Environment to have machines available for carrying out the necessary work. The requested machines will be used in both summer and winter. The procurement comprises a defined selection of machines that the Contracting Authority will need during the agreement period. Emphasis is put on the fact that the hire of machines is without a driver.

Kvalitetskriterium (navn): The Contracting Authority has a duty in accordance with the Public Procurement Act §5 to align its procurement practice so that it contributes to reducing harmful environmental impact and to promote climate-friendly systems when relevant. It follows from the Public Procurement Regulations §7-9 that the contracting authority as a starting point should weight climate and environmental considerations with a minimum of thirty percent. Instead, the contracting authority has set minimum requirements for Euro class 6/step V. This gives a clearly better environmental effect than to use this as the award criteria and has, therefore, exempted from weighting climate or environmental considerations with thirty percent. In accordance with the contracting authority ́s view, it is not possible to solve the need this contract is meant to cover with zero emission machines. There is not sufficient infrastructure where the machines shall be used to make it possible.

Sub-contract I and II: The tenderer shall have sufficient economic and financial capacity to be able to fulfil the contract. Documentation requirement: Credit evaluation/rating, not older than six months, and which is based on the last known accounting figures. The rating shall be carried out by an officially certified credit rating institution.

Teknisk og faglig kapasitet

Sub-contract I and II: Tenderers shall have experience from Equivalent assignments. Documentation requirement: A short description of the most important deliveries in the last three years, including information on the contract ́s value, date of delivery as well as the name of the contracting authority and a description of the assignment ́s content.

Sub-contract II: Tenderers shall have a quality assurance system relevant for content of the contract. Documentation requirement: A description of the tenderer ́s quality assurance methods. Alternatively: Certificate for the company's quality assurance system issued by independent bodies that confirms the tenderer fulfils certain quality assurance standards, for example ISO 9001:2015.

Sub-contract II: Tenderers shall be suitable to fulfil the contractual requirements for due diligence assessments for responsible businesses point 14 in the contract formula. This means that the Tenderer has implemented measures and systems that are used in the Tenderer's work to safeguard basic human rights and decent working conditions, as well as prevent environmental degradation and corruption. Documentation requirement: A description of the tenderer's systems for working with due diligence assessments in accordance with the UN ́s guiding principles for business and human rights (UNGP) and OECD ́s guidelines for multinational companies. The documentation shall include: • Formal policy/guidelines that cover an obligation to comply with the requirements of responsible businesses. • Formal policy/guidelines for accountability for sub-suppliers/the supplier chain, (Supplier Code of Conduct). [This shall only be delivered if sub-suppliers are used.] • Descriptions of the tenderer ́s processes and routines for how the company works with due diligence assessments. • Description of how the tenderer will obtain and maintain an overview of the country of origin and production locations for the products that the tenderer offers.
